Senior Enterprise Architect

To work directly with the Enterprise Architecture Section and Chief Data Architect, helping align data architecture standards, patterns, and best practices across customer systems and programs. By collaborating closely with both, this resource will ensure that data models, integration approaches, governance processes, and security controls adhere to enterprise guardrails and support long‑term modernization strategy. Their work will reinforce architectural consistency, reduce technical debt, and increase the coherence of customer’s data ecosystem.
In support of customer’s emerging data governance framework, this resource will play a central role in operationalizing governance processes, establishing stewardship models, and developing practical data policies for classification, retention, and lifecycle management. They will conduct structured assessments of legacy systems to evaluate adherence to governance and compliance expectations, identify gaps, and partner with system owners on remediation plans. Through these activities, the resource will help strengthen quality, trust, accountability, and audit readiness for the agency’s most critical data assets.
Additionally, the resource will be lead contributor to customer’s data masking and protection efforts for sensitive systems, ensuring secure handling of restricted information across both production and non‑production environments. By defining masking standards, supporting implementation across platforms, and ensuring alignment with privacy and security requirements, they will help reduce data exposure risks and enhance customer’s ability to safeguard vulnerable populations’ information. Together, these responsibilities enable the agency to mature its data governance capabilities, modernize its data architecture, and advance its enterprise‑wide commitment to secure, trusted, and well‑managed data.

Primary Tasks:

·         Partner with Enterprise Architecture to align, and maintain data architecture standards, patterns, and guardrails. Ensure these standards are consistently applied across new and existing solutions to reduce variability and improve architectural quality.

·         Support the establishment of the data governance framework by defining roles, processes, and operating structures. Help operationalize governance practices to ensure accountability, stewardship, and compliance across priority data domains.

·         Define and maintain data classification, retention, and handling policies that support secure and compliant data operations. Ensure these policies are practical, adoptable, and integrated into lifecycle management across systems.

·         Assess legacy applications and data stores to evaluate compliance with governance, quality, and privacy expectations. Document findings and work with system owners to develop and track remediation plans.

·         Design and support implementation of data masking and tokenization strategies for customer’s most sensitive systems. Ensure masking is properly applied in both production and non‑production environments to reduce exposure of restricted data.

·         Establish foundational metadata, lineage, and cataloging practices to enhance discoverability, ownership clarity, and trust in data assets. Support onboarding priority datasets into catalog platforms with complete metadata and stewardship.

·         Operate data architecture governance processes by reviewing designs, facilitating governance board-driven interactions, and maintaining standards and decision logs. Ensure decisions are documented, communicated, and consistently enforced across programs.

·         Lead and support training, communications, and change management activities to drive adoption of data governance and data security practices. Provide guidance and enablement materials that help teams correctly apply policies and standards.

Knowledge Transfer Tasks:

·         Develop and implement a knowledge transfer process throughout the contract duration to provide the staff with the necessary tools to maintain Enterprise Architectures.

·         Provide mentoring and coaching for any new concepts, frameworks and approaches derived during the project.

·         Provide relevant architecture-level artifacts and standards and documents in support of projects and processes.

·         Ensure documentation and information generated during the contract are managed in existing EA repositories and approved locations.

Mandatory Qualifications:

·         Must have a minimum of seven (7) years of applying Enterprise Architecture principles. At least five (5) years of that experience must be in a lead capacity.

·         Possession of a bachelor’s degree in an IT-related or Engineering field. Additional qualifying experience may be substituted for the required education on a year-for-year basis. 

Desired Qualifications:

·         A minimum of five (5) years of progressively complex experience and advanced-level experience architecting solutions using orchestration frameworks; showing proficiency in integrating orchestration with message and event-driven architectures and implementing workflow automation.

·         A minimum of 5 years’ experience collaborating with business stakeholders on process modeling activities; demonstrating adherence to BPMN standards, proficiency with modeling tools and leading process (re)engineering initiatives.

·         A minimum of two (2) years of experience and advanced-level skill solutioning and implementing AI technologies, with evidence of leading AI-architecture level initiatives in large scale, regulated environments.  

·         Hands on experience with EA tooling platforms, and demonstrated expertise to support road mapping, capability modeling, and compliance reporting for at least two projects in the last five (5) years.
