Job Title : Technical Writer – CCWIS Implementation

**Position Overview**

We are seeking an experienced Technical Writer to support the planning, development, implementation, and ongoing operations of a Comprehensive Child Welfare Information System (CCWIS). This role is responsible for developing and maintaining high-quality project documentation required for federal approval, system implementation, and operational support in compliance with federal regulations and guidance issued by the Administration for Children and Families (ACF) and the Children’s Bureau.

The Technical Writer will work closely with project management, business analysts, system architects, developers, quality assurance teams, and program stakeholders to ensure documentation is accurate, consistent, and aligned with CCWIS regulations and project governance standards.

**Key Responsibilities**
Federal Compliance & CCWIS Documentation

Develop, maintain, and coordinate federally required documentation for the Comprehensive Child Welfare Information System (CCWIS) in compliance with federal regulations and guidance issued by ACF and the Children’s Bureau.

Prepare and maintain Advanced Planning Documents (APDs) including:

Implementation APDs (IAPDs)

Operational APDs (OAPDs)

APD Updates

Develop supporting narratives, appendices, and documentation required to secure and maintain federal approval and funding.

Technical & System Documentation

Document system architecture, modular design, functionality, and implementation approaches to demonstrate compliance with CCWIS regulations (45 CFR 1355 and 1356).

Develop and maintain documentation including:

System architecture documentation

Deployment and implementation guides

System configuration documentation

Operational procedures

Disaster recovery plans

Continuity of operations documentation

Data Governance & Data Quality

Develop and maintain the CCWIS Data Quality Plan required by ACF and the Children’s Bureau.

Document data governance structures including:

Data stewardship responsibilities

Data quality standards

Monitoring and validation processes

Error remediation procedures

Ensure alignment with federal reporting requirements including:

AFCARS

NCANDS

NYTD

**Business & Operational Documentation**

Maintain business process documentation and standard operating procedures (SOPs) describing how the system supports child welfare program operations and case management workflows.

Develop and maintain end-user documentation and training materials, including:

User guides

Training manuals

Job aids

Online help content

Knowledge base documentation

Documentation Governance

Establish and maintain documentation standards, templates, version control processes, and governance procedures to ensure consistency and traceability across all documentation.

Maintain documentation repositories and ensure documentation is regularly updated throughout the system lifecycle.

Collaboration & Stakeholder Support

Collaborate with project managers, business analysts, system architects, developers, QA teams, program staff, and vendors to gather technical and program information.

Translate complex technical concepts into clear, accurate documentation.

Assist Project Management Office (PMO) and Organizational Change Management (OCM) teams with documentation and related tasks.

Federal Review & Audit Support

Support responses to federal review comments, documentation requests, and audit inquiries from ACF, the Children’s Bureau, and other oversight bodies.

Ensure documentation remains compliant as system requirements and functionality evolve.

Government IT Project Support

Demonstrate experience supporting large-scale government IT system implementations, preferably within:

Child Welfare

Human Services

Federally funded Health & Human Services programs

**Required Qualifications**

Candidates must meet all minimum requirements to be considered.

Bachelor’s degree in Business, Information Systems, Technical Communication, or a related field.

5+ years of experience analyzing, documenting, and supporting software solutions in a technical environment.

3+ years of experience working with cloud technologies, SaaS platforms, or data analysis environments.

5+ years of experience in professional technical writing, editing, and proofreading.

Exceptional writing and documentation skills with strong attention to detail.

Strong communication, organizational, and time-management skills.

Ability to work both independently and collaboratively within cross-functional teams.

Proven ability to produce high-quality technical documentation under tight deadlines.

**Preferred Qualifications**

The following experience is preferred but not required:

Experience in Child Welfare or Case Management systems.

Experience working with Human Services technology platforms (e.g., Social Services systems).

Experience supporting hosted web application implementations within government or human services environments.

Experience with organizational change management or system adoption initiatives.

Experience supporting federally funded government IT programs.
