Senior Business Analyst – Child Welfare Case Management Systems (SACWIS / CCWIS)

Role Overview
We are seeking an experienced Senior Business Analyst to support a strategic planning initiative for the next generation Child Welfare Case Management System at the Texas Department of Family and Protective Services (DFPS).
The selected consultant will play a key role in requirements gathering, stakeholder engagement, business process analysis, and readiness assessment to support the agency’s transition to a new SACWIS/CCWIS-compliant system. This role involves close collaboration with internal leadership, judicial partners, community organizations, and federal stakeholders to develop planning deliverables required for system funding and implementation.
The ideal candidate will have strong experience in enterprise-level business analysis, business process redesign, and facilitating stakeholder workshops, preferably within child welfare or health and human services systems.
Key Responsibilities
· Gather, analyze, and document business and technical requirements for the next-generation child welfare case management system
· Facilitate stakeholder workshops and requirements sessions with agency staff, judicial partners, community providers, and federal stakeholders
· Conduct organizational readiness assessments to prepare the agency for system transition and implementation
· Analyze current business processes and recommend process improvements and redesign strategies
· Develop planning deliverables, recommendations, and implementation strategies to support system funding and development
· Convert research findings and stakeholder input into structured documentation and reports for agency leadership
· Collaborate with cross-functional teams including business analysts, project managers, developers, and change management specialists
· Develop detailed requirements documentation including scope, timeline, and functional needs
· Lead requirements elicitation sessions and review work products for quality and completeness
· Provide project status updates and progress reports to internal and executive stakeholders
· Deliver presentations and briefings to senior and executive leadership
· Conduct research and support special project initiatives related to the agency’s case management modernization strategy
· Ensure high-quality deliverables and documentation standards across project activities
· Utilize Microsoft tools such as Excel, Word, PowerPoint, Visio, SharePoint, and MS Project for analysis and documentation
Required Skills & Qualifications
· 8+ years of experience as a Business Analyst in enterprise-level environments
· 8+ years of experience facilitating stakeholder meetings, requirements workshops, and executive presentations
· 8+ years of experience producing detailed analysis documentation and recommendations
· 8+ years of experience using Microsoft tools (Excel, Word, PowerPoint, Visio, MS Project, SharePoint)
· 8+ years of experience presenting project status updates and performance metrics to leadership
· 5+ years of experience gathering functional and technical requirements
· 5+ years of experience in business process design, analysis, and process improvement methodologies
· Strong written and verbal communication skills across technical and non-technical audiences
· Experience working in fast-paced IT environments with cross-functional teams
· Ability to translate stakeholder input into clear, actionable requirements documentation
Preferred Qualifications (Plusses)
· Experience working with SACWIS or CCWIS compliant systems or other child welfare case management systems
· Experience supporting projects at the Texas Department of Family and Protective Services (DFPS)
· Knowledge of DFPS programs, systems, and child welfare processes
· Familiarity with the Texas Project Delivery Framework (TPDF) for state technology initiatives
· Experience supporting Health and Human Services or public sector technology projects
