Job Summary

We are seeking an experienced System Analyst 5 to support IT projects involving business analysis, requirements management, Agile delivery, and process improvement. The System Analyst will gather, analyze, and document business requirements, facilitate Scrum activities, develop current-state and future-state process workflows, and collaborate closely with business and technical stakeholders.

The ideal candidate will have strong Business Analysis and Quality Assurance experience, hands-on experience with Agile tools such as monday.com and/or JIRA, and the ability to mentor stakeholders while promoting an Agile mindset.

Key Responsibilities

• Gather, analyze, and document clear, unambiguous, and testable business requirements.
• Facilitate requirements-gathering meetings with business stakeholders and project teams.
• Serve as ScrumMaster and maintain project backlogs using monday.com and/or JIRA.
• Create and manage Epics, Features, and User Stories and move cards through the project lifecycle.
• Work with Product Owners to prioritize and maintain the Agile backlog.
• Analyze current-state and future-state business processes and create detailed as-is/to-be workflows and diagrams.
• Develop product roadmaps and support project planning activities.
• Create test plans with business users and establish repeatable testing processes.
• Document technical procedures and repeatable business processes for ongoing maintenance.
• Collaborate with UI/UX teams, solution architects, developers, DBAs, QA testers, vendors, and other stakeholders.
• Ensure requirements and Business Analyst deliverables align with project scope, schedules, and organizational standards.
• Identify and help resolve critical IT issues related to the Business Analyst function.
• Support information governance and ensure appropriate stakeholder involvement in data-related decisions.
• Complete and maintain required System Engineering Methodology (SEM) deliverables.
• Support the transition from project implementation to long-term maintenance.
• Mentor and educate business stakeholders on Agile practices and processes.

Required Qualifications

• 5+ years of Business Analyst/System Analyst experience.
• 5+ years of Quality Assurance experience.
• 5+ years of Agile methodology and Agile tool experience.
• 5+ years of experience creating Epics, Features, and User Stories and managing Agile workflows.
• 5+ years of as-is/to-be process analysis and workflow documentation.
• 5+ years of understanding BA, QA, and Development roles and responsibilities.
• 3+ years of experience creating product roadmaps.
• 3+ years of experience using BA tools such as Visio and/or Figma.
• Strong requirements gathering, documentation, and stakeholder communication skills.
• Strong understanding of Agile/Scrum and project management methodologies.

Preferred Qualifications

• Experience serving as a ScrumMaster.
• Hands-on experience with monday.com and/or JIRA.
• Strong process mapping and workflow diagramming skills.
• Experience supporting government or large enterprise IT projects.
• Strong mentoring, teaching, and stakeholder management abilities.
• Experience transitioning projects from implementation into ongoing maintenance operations.
