Summary

DPP is seeking a Senior Application Developer for a fully remote opportunity.
 
Location: Fully remote from anywhere in the continental United States (lower 48) and comfortable working East Coast hours
Duration: 12 months, with possibility of extension
Terms: W2 position
 
Position summary:
  • The Senior Application Developer will support the ongoing maintenance, enhancement, and operational stability of its current Case Management System (CMS) and the Juror Management System (JMS) built on CA Plex.
  • This role is responsible for ensuring the continuity of mission-critical court operations by maintaining and extending existing functionality, supporting integrations with internal and external systems, and assisting with data quality and performance improvements.
  • The selected candidate will work in parallel with modernization efforts, ensuring the current platform remains secure, reliable, and responsive to evolving business needs until full transition to modern architecture is achieved. 
Required skills:
  • 10+ years of experience with application development
  • 7+ years of experience with SQL Server / T-SQL
  • 7+ years of experience with maintaining legacy or enterprise systems
  • 10+ years of experience with debugging
  • 7+ years of experience with CA Plex or similar 4GL/model-driven environments 
Preferred skills:
  • Experience in South Carolina court/judicial systems or other government environments
  • Generated languages (C++, Java, or .NET from Plex)
  • Batch processing and transactional systems
  • API integrations
  • Data warehousing environments
  • Case lifecycle (filed, pending, disposed)
  • Court performance metrics (backlog, clearance rates) 
Education/equivalency:
  • Bachelor’s degree in computer science, information systems, or related field
  • Equivalent experience may be substituted for degree 
Responsibilities:
  • Maintain and enhance enterprise applications, including legacy systems built in CA Plex and related generated languages, ensuring stability, reliability, and long‑term system sustainability.
  • Diagnose and resolve complex technical issues, performing advanced debugging, root‑cause analysis, and data corrections across large, transactional datasets.
  • Design and implement system improvements, including updates to business logic, workflows, batch processes, and other application components, while ensuring compliance with judicial and statutory requirements.
  • Develop and maintain database logic and data integrity, creating optimized SQL queries, stored procedures, and performance‑tuned processes to support accurate, high‑quality data across integrated systems.
  • Support system integrations with external partners and statewide platforms, contributing to ongoing modernization efforts such as API adoption and improved data exchange.
  • Support reporting and analytics needs by developing queries, extracts, and data feeds that align with enterprise reporting, warehousing, and performance‑tracking initiatives.
  • Collaborate with business stakeholders and technical teams to translate requirements into technical solutions, ensuring alignment with court operations, case lifecycle processes, and agency objectives.
  • Maintain technical documentation and support knowledge transfer, including system designs, business rules, and operational processes, to ensure continuity and support modernization activities.
  • Contribute to development planning and best practices, supporting standards for quality, security, and maintainability across application environments.
