Position Description: The Contractor shall provide strategic, analytical, and advisory services to support Montgomery County Government (MCG) in evaluating and advancing its broadband, FiberNet, and supporting infrastructure ecosystem. The work includes data gathering, stakeholder engagement, and development of planning and reporting artifacts.
1) Key Deliverables and Timeframes
Phase 1 – Project Initiation & Data Collection (Weeks 1–4)
• Kickoff meeting and data collection strategy
• Data request memorandum
• Stakeholder identification and engagement planning
• Up to 12 stakeholder meetings

Phase 4 – Broadband Impact Report Framework (Weeks 12–16)

Required Skills:
· The Contractor must demonstrate extensive experience in broadband infrastructure planning, public-sector telecommunications strategy, and financial analysis. Experience with Fiber networks, data centers, digital equity initiatives, and executive-level reporting is required.
· Contract staff will work side-by-side with County staff to facilitate knowledge transfer
