Summary

Position Overview

The Project Manager will serve as the primary point of contact between the Department and the Implementation Partner, driving the timely completion of scope, schedule, and budget using established project management methodologies. This role reports directly to the Assistant General Manager over the Infrastructure Bureau.

Key Responsibilities

Scope & Schedule Management

  • Develop a detailed, phased Master Project Schedule to track deployment across all 160+ sites
  • Prioritize, assign, and track project tasks; gather status updates; follow up on deadlines

Stakeholder Coordination

  • Act as primary liaison between IT leadership, department heads (Public Safety, Library Services), engineering teams, tech supervisors, and third-party hardware/installation vendors
  • Coordinate with departments to schedule site walks, access, and maintenance windows
  • Attend team and stakeholder meetings; document project decisions, processes, and policies

Risk & Issue Management

  • Proactively identify, track, and mitigate risks — particularly around network downtime, legacy system compatibility, and physical site access

Resource & Vendor Oversight

  • Coordinate schedules of network engineers, cabling contractors, and site escorts
  • Monitor vendor delivery against job orders and purchase orders
  • Work with facilities and utilities partners to schedule site upgrades as needed

Quality Assurance

  • Track acceptance of device configurations, post-install testing, and site cleanups

Reporting

  • Draft status update reports to management as needed
  • Support reporting to executive leadership and elected officials on project status
  • Develop and deliver bi-weekly project metrics reports to the General Manager to monitor progress, assess performance, and evaluate overall project health

Required Qualifications

  • 7–10 years of IT project management experience, specifically leading large-scale, multi-site network infrastructure rollouts
  • Experience with municipal, state, or federal government projects highly preferred
  • Strong conceptual understanding of enterprise networking to effectively communicate with engineers and technical leads
  • Proficiency with project management software (MS Project, Smartsheet, Jira, ServiceNow) and collaboration platforms
  • Strong organizational, communication, and stakeholder management skills

Preferred Certifications

  • PMP (Project Management Professional) – highly desired
  • ITIL certification – a plus
  • Agile certifications – a plus
