Senior Digital Program Specialist - Business Analysis The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing Infrastructure for Tomorrow in Asia and beyond - infrastructure with sustainability at its core. Collaborating with partners, AIIB meets clients' needs by unlocking new capital and investing in infrastructure that is green, technology-enabled, and promotes regional connectivity.
The Information Technology Department (ITD) provides technical services in the areas of digital services, IT-related procurement, cybersecurity, IT risk and resilience, data management, digital learning, and digital transformation, ensuring their overall alignment with the Bank's needs and priorities. The team oversees the development and refinement of the IT strategy as well as the effective management of technology resources and the provision of technical support across Bank operations.
ITD is looking for a senior specialist who will serve as the primary IT subject matter expert (SME) for multilateral-development-bank-specific loan management business domains, with a comprehensive view across both sovereign-backed financing (SBF) and nonsovereign-backed financing (NSBF). The role will be responsible for leading complex analysis of business requirements and business processes, translating high-level business goals into robust and scalable technical solutions in AIIB's core investment operations and loan management business areas.

Responsibilities:
  • Support the team lead in shaping the strategic roadmap and vision for the loan management technology portfolio.
  • Identify opportunities for digital innovation and process automation to drive operational efficiency, mitigate risks, and elevate user experience for internal and external stakeholders.
  • Lead the end-to-end business analysis life cycle for the loan administration domain, including requirements elicitation and prioritization, business process modeling, impact analysis, feasibility studies, and solution design.
  • Provide oversight and guidance throughout the full project delivery cycle to ensure successful implementation.
  • Act as the senior SME for loan management business processes, offering advice and ensuring that technology solutions are aligned with business objectives and industry best practices.
  • Cultivate strong, strategic partnerships with senior business partners across the Bank.
  • Engage stakeholders to understand evolving business needs, manage expectations, and present complex technical solutions in clear business terms.
  • Provide expert-level support and guidance for the resolution of critical production issues and complex operational challenges. Champion a culture of continuous improvement, leveraging data analytics to derive actionable business insights and optimize system performance.
  • Mentor junior business analysts within the team, fostering a collaborative and high-performing team environment.
  • Serve as a champion for knowledge retention, establishing best practices for business process documentation and ensuring the transfer of critical institutional knowledge.
  • Work closely with various IT teams, such as infrastructure, data management, IT security, and risk management, to ensure a full coverage of IT requirements when rolling out new products and services to business users and maintain a highly secure system through proper configuration and system access monitoring.
  • Ensure that processes comply with IT governance processes and procedures as well as AIIB's audit and control requirements.

Requirements:
  • Minimum 8-10 years of relevant IT experience, with a strong focus on business analysis and IT project management within financial services, investment banking, or multilateral development banks.
  • Bachelor's degree required (Master's preferred) in computer science, information systems, information technology, or related fields. A combination of technical and business-related qualifications is highly desirable.
  • Demonstrated experience in leading complex, large-scale IT system implementation projects, preferably in the loan management, trade finance, or investment management domains.
  • Deep domain knowledge of loan life cycle management, including disbursements, repayments, interest calculations, and portfolio management.
  • Experience or deep knowledge of MDB operations, either in SBF or NSBF products, is a significant advantage.
  • In-depth knowledge of the full project life cycle, from strategic planning and requirements elicitation to implementation and operations.
  • Expert-level proficiency in business process modelling (BPMN, UML), use-case development, and creating specifications for complex systems.
  • Deep understanding of agile and waterfall methodologies, with the ability to tailor approaches to fit project needs.
  • Strong data analysis skills and experience using data to drive business decisions and optimize processes.
  • Experience with cloud-based technologies, SaaS solutions, and modern integration patterns (APIs, microservices) is highly desirable.
  • Proven ability to mentor young professionals.
  • Exceptional strategic thinking, problem-solving, and analytical skills.
  • Superior communication and interpersonal skills, with the ability to negotiate with senior stakeholders.
  • Strong stakeholder management skills and a client-centric mindset.
  • Ability to thrive in a fast-paced environment and manage competing priorities.
  • Strong written and verbal communications skills in English.
