Project Manager – Child Support Systems

• Location: Madison , Wisconsin
• Work Arrangement: 90–100% Remote
• Residency: WI resident required, or must relocate to Wisconsin within 30 days of start date.

Job Responsibilities

• Manage and coordinate multiple projects using Waterfall, Agile, and Hybrid Agile methodologies.
• Provide project management, direction, coordination, guidance, and consultation.
• Create/manage detailed project plans, workplans, schedules, resources, action items, and backlog.
• Track risks, issues, dependencies, barriers, and mitigation plans through resolution.
• Prepare status reports, meeting agendas/minutes, instructions, communications, and technical documentation.
• Support PMO activities, process improvements, resource tracking, and project communications.
• Serve as liaison between business and technical teams, vendors, and project sponsors.
• Support requirements gathering, systems analysis/design, development, testing, and implementation.
• Manage large, complex mainframe and web application projects and multi-year projects with state/federal reporting requirements.
• Apply PMI-based project management practices.

Required Skills & Experience

• 15+ years: Detailed project/workplan creation using automated tools.
• 15+ years: Excellent oral and written communication.
• 12+ years: Technical writing and documentation.
• 8+ years: Application development/support across the SDLC for COBOL, CICS, DB2, SAS, JCL mainframe systems.
• 15+ years: Microsoft Excel, Outlook, Project, and Word.
• 15+ years: Unit/Development Testing, System Testing, and supporting UAT.
• 10+ years: SQL, SPUFI, Platinum, File Manager, Debugger, QMF, or equivalent.
• 15+ years: Working with business customers to document requirements, analysis, and design deliverables.
• 10+ years: Changeman, CNTL-M, JIRA Service Management, or similar software-management/tracking tools.
• Experience with Azure DevOps (ADO) and JIRA.
• Experience with Microsoft .NET web applications.
• Strong knowledge of systems analysis/design, technical requirements, software evaluation, and estimating analysis/design/development/testing/implementation efforts.

Preferred

• 5+ years: Child Support system certification.
• 2+ years: Executing/documenting IV-D Test Deck certification.
• 5+ years: Financial/Case Management Child Support Enforcement systems development and maintenance.
• Experience with KIDS system.
• Child Support business-domain experience.
• Familiarity with Wisconsin State application systems, procedures, and development standards.
