Employees shall obtain favorable FBI criminal checks and be fingerprinted at the U.S. Capitol Police headquarters in Washington, DC prior to starting work under the contract.
Clearance A Public Trust Tier 2 clearance level is required.
Minimum Qualifications:
- U.S. Citizenship or Permanent Residence Status
- Ability to communicate both orally and in writing with senior level executives
- Ability to meet critical deadlines.
- Expertise in execution and oversight of major federal IT programs

Scope of Work
The scope of work includes, but is not limited to, the following activities:
Project Initiation & Planning: Collaborating with stakeholders to define needs and objectives.
Requirements Gathering: Translating business requirements into effective technical solutions and implementation plans.
Resource & Budget Management: Assigning tasks to Consultant personnel and forecasting labor burn rate.
Execution & Monitoring: Overseeing daily progress, managing the schedule, and ensuring quality standards are met.
Risk Management: Identifying potential issues and implementing mitigation strategies.
Stakeholder Communication: Acting as a liaison between Consultant technical teams and the COR and executive leadership to manage expectations.
Key Personnel Requirements:
Must be able to effectively quantify specific, detailed information for their recommendations in written and verbal formats.
A working understanding of Information Technology (IT) and Cybersecurity capabilities.
Strong verbal and written communications skills to facilitate clear and concise delivery statuses on multiple, concurrent activities.
Attention to detail.
The ability to define requirements and prepare task proposals, to include budget and schedule development.
Experience with project management tools.
Experience developing policies, procedures, and work instructions.
The ability to identify, assess, and mitigate potential technical and other project-related risks.
Required Credentials
The Consultant provided by the Consultant must have the following current credentials:
Preferred Education: Bachelor's degree in an IT-related field
Preferred Certifications: PMP or a minimum of 10 years of experience
