Description We are seeking an experienced Software Assessment Consultant. This role involves conducting a comprehensive evaluation of Permit software solutions and providing strategic recommendations to modernize and integrate the department's permitting processes.
Key Responsibilities:
- Perform current state analysis of existing permitting workflows and systems.
- Define detailed functional and technical requirements aligned with regulatory obligations.
- Conduct comparative evaluations of leading solutions using a documented scoring methodology.
- Deliver gap analysis, cost-benefit analysis (CBA/TCO), and integration feasibility with the Organization's ERP system.
- Facilitate stakeholder and executive consultations to ensure alignment and buy-in.
- Assess security and privacy compliance for proposed solutions.
- Develop a formal evaluation and recommendation report, including ranked options and defensible rationale.
- (Optional Phase II) Provide ad hoc consulting and/or project management during implementation.
- Other duties as needed

The successful Software Assessment consultant will have:
- Proven experience in software assessment and selection for government or regulated environments.
- Strong knowledge of permitting systems, workflow automation, and ERP integration.
- Expertise in cost-benefit analysis, security/privacy compliance, and stakeholder engagement.
- Excellent analytical, documentation, and communication skills.
Preferred:
- Familiarity with heavily regulated environments and how that drives software needs
Background required prior to consultant engagement.
