Job Title:  Business Analyst
Location:  Albany, NY (Hybrid)
Duration:  31 Months (with potential for extension)
Start Date:  estimated - 10/8
W2 Hourly Rate:  $58-68/hour

Overview:

We are seeking a Business Analyst who will support our NYS client.
The Business Analyst will partner with subject matter experts, business stakeholders, and technical teams to gather and analyze requirements for an Integrated Eligibility System, including Health and Human Services and Child Support workstreams. This role will document and validate system requirements, analyze business processes, recommend process improvements, and help ensure technology solutions align with organizational goals and project objectives.


Duties:
  • Conduct requirements-gathering sessions with subject matter experts and stakeholders to understand business needs, rules, and objectives.
  • Analyze, document, and validate business and system requirements supporting continuous integration and deployment activities.
  • Perform business process analysis, document As-Is processes, and propose To-Be processes for web-based, client-facing applications.
  • Collaborate with business and technical teams to develop functional requirements, recommend process improvements, and support solution delivery.
  • Identify and document legacy system logic and business rules across agencies, with a focus on Integrated Eligibility System and Child Support workstreams.
  • Prepare recommendations and proposals for best-fit technology solutions based on elicited and validated requirements.

Mandatory Qualifications:
  • 4+ years of experience as a Business Analyst.
  • 4+ years of experience of client-focused business and requirements analysis and documentation experience, including working on a team of Business Analysts, conducting requirements-gathering sessions, analyzing gathered requirements, identifying, documenting, and validating system requirements for continuous integration and deployment, and preparing proposals for best-fit technology based on elicited requirements.
  • 2+ years of experience of working in an Integrated Eligibility System Program across various workstreams, including Child Support, in a Health and Human Services setting.
  • 4+ years of experience identifying, documenting, and validating system requirements across multiple agencies, including modernization work extracting and documenting legacy system logic and business rules with a focus on the Human Services Child Support domain.
  • 4+ years of experience conducting business process analysis and optimization, documenting As-Is processes, and proposing To-Be web-based client-facing applications.
  • 4+ years of experience creating requirements documentation, including process flows, user stories, wireframes, and specifications, while adhering to pre-established templates within requirements management tools such as Blueprint.
