Duration: 31 Months (with potential for extension)

Overview:

We are seeking a Business Analyst who will support our NYS client in the delivery of an Integrated Eligibility System. The Business Analyst will partner with subject matter experts, business stakeholders, and technical teams to gather and analyze requirements, document business rules and system needs, and support business process analysis. This role will help ensure solutions align with organizational goals, project objectives, and Health and Human Services program needs, including Child Support.


Duties:
  • Conduct requirements gathering sessions with subject matter experts, business stakeholders, and technical teams to identify and document business and system needs.
  • Analyze business requirements, business rules, and stakeholder needs and translate them into clear functional and system requirements.
  • Perform business process analysis, document current-state processes, and recommend process improvements and future-state solutions.
  • Collaborate with business and technical teams to validate requirements and support continuous integration and deployment activities for the Integrated Eligibility System.
  • Prepare and maintain requirements documentation and support technology recommendations that align with organizational goals and project objectives.


Mandatory Qualifications:
  • 4+ years’ experience as a Business Analyst.
  • 4+ years’ experience of client-focused business and requirements analysis experience and documentation, including working on a team of Business Analysts, conducting requirements gathering sessions, analyzing gathered requirements, identifying, documenting, and validating system requirements for continuous integration and deployment, and preparing proposals for best-fit technology based on requirements elicited.
  • 2+ years of experience working in an Integrated Eligibility System Program across various workstreams, including Child Support, in a Health and Human Services setting.
  • 4+ years’ experience identifying, documenting, and validating system requirements across multiple agencies, including modernization work extracting and documenting legacy system logic and business rules with a focus on the Human Services Child Support domain.
  • 4+ years’ experience conducting business process analysis and optimization, documenting As-Is processes, and proposing To-Be web-based client-facing applications.
  • 4+ years’ experience creating requirements documentation, including process flows, user stories, wireframes, and specifications, while adhering to pre-established templates within requirements management tools such as Blueprint.
