We are seeking an experienced Project Leader / Organizational Change Management (OCM) Administrator to support large-scale enterprise IT initiatives within a complex government environment. This role will lead organizational change management activities that drive user adoption, stakeholder engagement, communications, training, and organizational readiness for technology modernization efforts.

The ideal candidate will have experience leading change management initiatives across enterprise IT projects, collaborating with technical and business stakeholders, and developing strategies that ensure successful adoption of new technologies and business processes.

Key Responsibilities

  • Lead Organizational Change Management (OCM) workstreams for enterprise IT projects.
  • Develop and execute change management strategies, communication plans, stakeholder engagement plans, and organizational readiness activities.
  • Perform change impact assessments and stakeholder analyses.
  • Coordinate training initiatives, workshops, and end-user adoption activities.
  • Track project milestones and monitor OCM deliverables throughout the project lifecycle.
  • Collaborate with project managers, technical teams, architects, and executive leadership.
  • Support enterprise initiatives including system implementations, cloud migrations, cybersecurity projects, infrastructure modernization, and digital transformation efforts.
  • Identify organizational risks, resistance, and mitigation strategies.
  • Prepare executive reports, presentations, dashboards, and project documentation.
  • Ensure OCM deliverables are completed on time and aligned with project objectives.

Required Qualifications

  • Bachelor''s degree in Communications, Marketing, Business Administration, or a related field (or equivalent experience).
  • Experience leading Organizational Change Management (OCM) initiatives.
  • Experience supporting enterprise IT or digital transformation projects.
  • Strong knowledge of change management methodologies and best practices.
  • Experience with stakeholder engagement, communications, training, and organizational readiness.
  • Excellent leadership, facilitation, presentation, and communication skills.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Strong analytical, organizational, and problem-solving skills.
  • Experience working with cross-functional teams and executive leadership.
  • Knowledge of PMBOK principles and project management methodologies is preferred.
