Role Title: Fiscal/Accounting consultant
Location: Sacramento, CA
Duration - 9 months plus
Description: Our client is seeking an experienced individual to provide Fiscal/Accounting consultation services for the Department.
DESCRIPTION OF SERVICES
A. CONTRACTOR will provide fiscal and audit support, review and improve Medi-Cal and behavioral health claiming processes, address audit findings, provide recommendations, streamline processes, identify inefficiencies in internal controls to reduce audit risk.
B. CONTRACTOR and Chief of Fiscal will meet to develop a full work plan. Activities will potentially include, but are not limited to: 1. Attend virtual or in-person meetings related but not limited to Cost Report, Medi-Cal and behavioral health claims processes, and Behavioral Health Services Act (BHSA) implementation.
2. Assist the Fiscal team in addressing Cost Report matters, including but not limited to resolving audit findings and compiling necessary documentation.
3. Prepare audit workpapers and develop position statements in response to audit inquiries.
4. Participate in audit discussions, meetings, and hearings as needed to represent and support the County s fiscal position.
5. Provide recommendations to strengthen internal controls and documentation processes to mitigate future audit risks.
6. Review existing Medi-Cal Administrative Activities (MAA), Administrative Claim, Quality Assurance/Quality Review (QA/QR), and BHSA administrative claiming processes.
7. Identify inefficiencies, duplications, and process gaps.
8. Develop, recommend, improve, and streamline claiming processes to enhance accuracy, timeliness, and compliance with State of California, Department of Health Care Services (DHCS) requirements.
9. Provide written documentation and workflow guidance to support staff training and implementation.
Minimum Requirements
2.1. The individual MUST meet ALL of the following minimum requirements:
A. Possess a bachelor s degree in accounting or business administration with a concentration in Accountancy from an accredited college or university -OR- a current, valid Certified Public Accountant (CPA) license issued by the California Board of Accountancy may be accepted in place of required bachelor s degree.
B. At least five (5) years of accounting experience, including a minimum of three (3) years of experience with a local government Health Services Department or Division managing Medi-Cal funds, Mental Health Services Act funds, State and Federal grants, and MAA Claims.
C. A minimum of three (3) years of professional and/or supervisory experience in external audits and Medi-Cal claims.
