Job Duties

The Virginia Department of Motor Vehicles is hiring for a Systems Analyst for a position within its IT Services Department in Richmond, VA. This position is open to current VA DMV employees only.

This role leverages expert project management skills to lead technical projects, managing the full development life cycle from requirement definition through design, testing, and implementation. It requires complex problem-solving, collaboration with business and technical teams, and adherence to security and regulatory standards. Additionally, this role ensures that solutions align with DMV's mission-critical goals while optimizing system performance and scalability.

Minimum Qualifications
In-depth knowledge of systems analysis methodologies such as Agile and Waterfall.
Expertise in designing secure, scalable solutions that align with business and technical requirements.
Strong ability to identify, diagnose, and resolve complex technical issues impacting system performance and integration.
Skilled in implementing long-term, robust solutions that prevent re-occurrence.
Proven experience managing IT projects, including resource coordination, timeline management, and achieving project deliverables.
Hands-on experience with both web-based and mainframe systems in development, implementation, and system support.
Experience collaborating with cross-functional teams to troubleshoot and resolve complex technical issues, ensuring system reliability.

Additional Considerations
Comprehensive modernization experience.
Deep understanding of compliance standards, ADA regulations, and other compliance frameworks.
Experience leading Agile or Scrum-based project
Project Management Professional (PMP) / Certified ScrumMaster (CSM) / Agile Certified Practitioner (PMI-ACP)
