Provide expert legal advice on privacy, data protection, and cybersecurity issues for city programs and technologies.
Counsel on federal, state, and local privacy laws including data security and breach notification regulations.
Draft and negotiate privacy-related legal documents such as MOUs, NDAs, data sharing agreements, and terms of service.
Develop privacy impact assessments and advise on privacy implications of emerging technologies.
Shape and review citywide privacy policies and legislative proposals.
Monitor and analyze evolving privacy regulations and brief agency leadership.
Draft guidance, training materials, and compliance documentation for city agencies.
Represent OIP in external forums, interagency meetings, and engagements with government, media, or public partners.
Provide strategic legal support on privacy matters to senior officials and contribute to special initiatives.
Law degree and active admission to the New York State Bar (in good standing).
Minimum of 12 years of legal experience, including work in NYC government, intergovernmental affairs, or enterprise privacy programs.
Proven expertise in:
U.S. privacy and data security laws (e.g., CCPA/CPRA, HIPAA, GDPR implications, and related statutes).
Drafting and negotiating privacy-related contracts and agreements.
Developing privacy policies, compliance materials, and training content.
Conducting privacy impact assessments and risk analyses.
Advising on privacy aspects of advanced or emerging technologies.
Interpreting and applying new legislation and regulatory developments.
Strong communication skills, with the ability to advise senior leadership and collaborate across technical, legal, and policy teams.
At least one active IAPP certification (CIPP/US, CIPP/E, CIPM, CIPT, or AIGP).
Legal experience within a government agency or large, complex, highly regulated organization.
Familiarity with intergovernmental relations and stakeholder engagement at senior levels.
Hybrid schedule: 3 days in-office (Brooklyn, NY) / 2 days remote.

Assignment may involve occasional special projects and representation at external events.
