Summary

One Federal Solution (OFS) is seeking a highly qualified Management Analyst - Middle, Material Fielding to support the Soldier Medical Devices program at Fort Detrick, Maryland. The selected candidate will provide essential management analysis, life-cycle review support, fielding schedule oversight, and administrative planning functions in support of PM SMD and its fielding and sustainment operations. This role requires strong analytical ability, excellent coordination skills, and the capability to support complex fielding and policy development activities that directly impact Army medical readiness and materiel distribution.

Management Analyst - Middle, Material Fielding Responsibilities:
  • Plan and conduct life-cycle management reviews and impact assessments.
  • Provide operational management planning support for analyzing, developing, and updating policy and planning documents.
  • Support senior program managers in tracking program performance, including cost, schedule, deliverables, and contractual compliance.
  • Implement management goals and standards and provide functional expertise across information management activities.
  • Manage fielding scheduling and administrative coordination through the Executive Level Fielding Schedule (ELFS) using Excel and Access.
  • Maintain and update the ELFS to reflect operational requirements, including changes to fielding timelines, locations, and resource allocation.
  • Serve as the central point of contact for ELFS-related inquiries, ensuring accurate schedule alignment across PM SMD Regional Managers and fielding teams.
  • Identify and implement process improvements to enhance scheduling accuracy and operational efficiency.
  • Support property inventory, medical acquisition logistics, medical set assembly management, and medical materiel fielding activities as required.
  • Assist in records creation, capture, classification, storage, retrieval, and disposition; support FOIA request management.
  • Coordinate meeting scheduling, calendar management, and travel arrangements for PM SMD leaders and fielding personnel.
  • Prepare official correspondence in accordance with AR 25-50, including memorandums, letters, EXSUMs, and information papers.
  • Participate in PM SMD administrative meetings and disseminate guidance when required.
  • Utilize Microsoft Office Suite (Word, PowerPoint, Excel, Access, Outlook, MS Project, Visio) to perform data analysis, reporting, and program documentation tasks.

Management Analyst - Middle, Material Fielding Qualifications:
  • Five or more years of management analysis experience, preferably supporting DoD or military programs.
  • Strong analytical and problem-solving skills in support of service contract performance.
  • Proficiency in Microsoft Office Suite, including advanced Excel and Access skills for ELFS management.
  • Ability to manage multiple concurrent tasks, shifting priorities, and time-sensitive deliverables.
  • Knowledge of Army Regulation 25-50 and experience preparing professional correspondence.
  • Excellent written and verbal communication skills.
  • Strong organizational and interpersonal abilities to coordinate across teams and echelons.
  • U.S. Citizenship required due to contract requirements.
  • Active Secret clearance required.
