Summary

ICF is seeking a motivated Business Analyst to support client-facing initiatives by translating business needs into clear, actionable requirements. This role is ideal for a mid-level to senior analyst who thrives in a consulting environment, collaborates closely with stakeholders and delivery teams, and brings a strong balance of analytical rigor, communication skills, and practical solutioning.

Job Location: This position requires that the job be performed in the United States. If you accept this position, you should note that ICF monitors employee work locations and blocks access from foreign locations/foreign IP addresses, and also prohibits personal VPN connections.
  • You may be asked to work on the client site in Woodlawn, MD.
  • Core work hours are 9am-3pm Eastern Time, with flexibility to start earlier or work later.

What You Will Do:
  • Elicit, analyze, and document functional and non-functional business requirements through stakeholder interviews, workshops, and document review.
  • Translate business needs into clear artifacts such as requirements documents, user stories, process flows, and use cases.
  • Serve as a liaison between business stakeholders and technical teams to ensure shared understanding and accurate implementation of requirements.
  • Support Agile delivery teams by refining backlog items, participating in sprint planning, reviews, and retrospectives.
  • Analyze current-state processes, identify gaps and inefficiencies, and recommend future-state improvements.
  • Validate solutions through requirements traceability, user acceptance testing (UAT) support, and review of delivered functionality.
  • Communicate effectively with clients and internal teams, tailoring messages for both technical and non-technical audiences.
  • Contribute to continuous improvement of business analysis practices, templates, and standards across projects.

What You Will Bring With You: Required Basic Qualifications
  • Bachelor's degree in Business, Information Systems, Computer Science, or a related field.
  • 6+ years of experience performing business analysis on IT or systems-focused projects.
  • Demonstrated experience gathering, documenting, and managing requirements throughout the project lifecycle.
  • Experience working in Agile or hybrid delivery environments.
  • Ability to obtain and maintain a Public Trust clearance is required.
  • Candidate must reside in the U.S., be authorized to work in the U.S., and all work must be performed in the U.S.

What We Would Like You To Bring With You: Preferred Qualifications
  • Experience supporting federal government clients or consulting engagements.
  • Hands-on experience with tools such as JIRA, Confluence, Azure DevOps, or similar work management platforms.
  • Knowledge of data analysis concepts, system integration, or enterprise platforms (e.g., ServiceNow).
  • Experience facilitating workshops, process mapping sessions, or stakeholder working groups.
  • Familiarity with accessibility, security, or compliance requirements in regulated environments.

The pay range for this position based on full-time employment is:
$81,499.00 - $138,549.00
