Summary

Key Responsibilities

  • Lead end-to-end delivery of Medicaid technology projects, including system implementations, enhancements, and modernization initiatives.
  • Manage project planning, execution, monitoring, and closure following industry standard methodologies such as Agile, Scrum, or Waterfall.
  • Collaborate with state Medicaid agencies, healthcare providers, vendors, and internal teams to define project scope, timelines, and deliverables.
  • Oversee Medicaid Management Information System (MMIS) or related healthcare platforms.
  • Ensure compliance with CMS regulations, federal guidelines, and state Medicaid policies.
  • Manage project budgets, resource allocation, timelines, and risk mitigation strategies.
  • Coordinate with technical teams, architects, developers, QA teams, and business analysts to deliver scalable and secure healthcare solutions.
  • Track project progress using project management tools and provide regular status reports to stakeholders and executive leadership.
  • Facilitate requirements gathering, design reviews, sprint planning, and release management activities.
  • Identify project risks, dependencies, and issues while implementing mitigation strategies.
  • Support data integration, interoperability, and healthcare standards compliance including HIPAA and HL7/FHIR when applicable.
  • Drive continuous improvement initiatives and ensure adherence to best practices in project management.

Required Qualifications

  • 12+ years of IT experience, including 5+ years managing healthcare or Medicaid projects.
  • Proven experience managing large-scale Medicaid system implementations or modernization programs.
  • Strong knowledge of Medicaid business processes, policies, and CMS regulations.
  • Experience working with MMIS, MES (Medicaid Enterprise Systems), or healthcare claims systems.
  • Demonstrated experience in Agile, Scrum, or Waterfall project management methodologies.
  • Strong stakeholder management and communication skills.
  • Experience managing cross-functional teams including developers, testers, architects, and business analysts.
  • Ability to manage project budgets, schedules, and vendor relationships.
  • Strong analytical, problem-solving, and leadership abilities.
