The Project Manager for Human Resources Force Management (PM, HR-FM) is the Army project office for overseeing acquisition programs for the departments human capital solutions. The program and its associated offices are chartered to modernize and integrate more than 30 current Army Human Resource systems for readiness, talent management, personnel management, pay activities, force management, recruiting, and tuition assistance that support 1.1 million soldiers and Department of the Army civilians. The team from Chenega-Cyberstar is responsible for providing program management support services across the portfolio.

The Contract Specialist, Senior supports the IPPS-A Program Management Office (PMO) by performing a variety of duties to manage the full lifecycle of contracts, from acquisition planning and development through administration, negotiation, and closeout. This vital role ensures the efficient procurement of goods and services essential for supporting an Army software development program operating in an agile/rapid acquisition environment.

Responsibilities
  • Performs ongoing support contracts administration by preparing, managing, updating, and reviewing Acquisition Requirements Package (ARPs) in support of solicitations and associated timelines.
  • Collaborates with a variety of Program Offices to ensure that all acquisition package components are completed in a compliant manner.
  • Assisting Contracting Offices in meeting Procurement Acquisition Lead Times (PALT) milestones.
  • Monitors and advises on the scheduling of key contract milestones to include new awards, close-outs, and extensions or renewals to meet program milestones.
  • Assists in procuring and managing large and complex acquisitions, including commercial hardware and software IT requirements by utilizing the Army's X program.
  • Provides pre-award acquisition support, to include translating task requirements into well-documented, well-written solicitation packages.
  • Monitors contract performance for all contracts.
  • Maintains a record of contract budgets.
  • Supports the formulation of contract requirements and strategies throughout the acquisition lifecycle.
  • Coordinates and interfaces with the appropriate contracting offices on contract action items and contract management activities.
  • Maintains and updates contract management schedule activities.
  • Works with program managers on procurement policies, regulations, and procedures.
  • Supports multiple purchasing actions in a fast-paced environment.
  • Maintains working knowledge of the Federal Acquisition Regulation (FAR) and agency supplemental regulations.
  • Utilizes/Applies all applicable regulations, policies, and procedures.
  • Advises leadership on terms and conditions of contracts.
  • Directs/coordinates execution of contract activities within specified time frames.
  • Ensures submittal of deliverables in accordance with the contracts.
  • Preparing, coordinating, reviewing, and/or submitting the following work products as

  • Acquisition Plans
  • Basis of Cost Estimates
  • Market Research documentation
  • Statement of Objectives / Statement of Work /Performance Work Statement
  • Request for Services Contract Approval (RSCA) / Service Contract Approval
  • Request (SCARs)
  • Justification and Approvals (J&As)
  • Quality Assurance Surveillance Plans (QASPs)
  • Contract Data Requirements List (CDRL)
  • DD Form 254
  • Contract Administration products
  • Other duties as assigned

Qualifications
  • Masters degree OR
  • Bachelors degree with an additional 2+ years of relevant experience
  • 10+ years of experience performing contracting work in support of the federal government.
  • Secret clearance required

Preferred Qualifications:
  • Experience with DoD agile contracting vehicles, including but not limited to Commercial Solution Openings (CSOs) and Other Transaction Authorities (OTAs) strongly preferred.
  • SAFe certified (SAFe Agilist (SA) - preferred.
  • DoD Acquisition Program experience preferred.

Knowledge, Skills and Abilities:
  • Excellent interpersonal skills and a collaborative management style.
  • Excellent communication skills, both verbal and written.
  • Shall have the required skills, training, and experience necessary to use the following software program(s): Microsoft Office (Word, PowerPoint, Excel, and Outlook), Microsoft Products (SharePoint, Visio, and Project), and Computer Hardware Enterprise Software Solutions Program (CHESS).
