Description 
Act as Expert Software Developer working NYS Department of Transportation to fulfill the duties as described below in support of the Office of Data and Asset Management.
Duties 
  • Primary focus will be the design, development, deployment and continuous improvement of a Vue.js, C# and SQLServer stack.
  • Coach, mentor and manage a team of Software Developers
  • Interact with Agency/business subject matter experts to understand business needs/requirements,and IT teams to determine and design application and system requirements.
  • Cooperate with Product Owner to manage and prioritize backlog.
  • Facilitate scrum events. Stand-ups, sprint planning, sprint review and retros.
  • Participate in the entire Secure Software Development Life Cycle (SSDLC) including debugging and configuring solution.
  • Design and document all components of approved application solutions including system integrations.
  • Deploy fully functional applications.
  • Use GitLab as Source Code repository.
  • Assist and verify design of solution and production of all design phase deliverables.
  • Manage build phase and quality assure code to ensure fulfilling requirements and adhering to application architecture.
  • Resolve difficult design and development issues.
  • Identify bugs when subordinate developers are not able to do so.
  • Identify installation solutions for new application"                                      
  • Determine the requirements for new application.
  • Publish and/or present design reports.
  • Identify areas for improvement in current systems.
  • Coordinate with business, vendor and IT team members to reach project milestones and deadlines.
  • Create systems to keep data secure.
  • Write clean, testable code using advanced analytical functions.
  • Test and debug including, but not limited to: perform system testing and development of testing plans.
  • Review and refactor code including, but not limited to: performance tuning of existing code, code reviews, and suggest changes that will best fit the Agency/business needs.
  • Use a ticketing system to track and manage incidents, service requests, problems, changes, and release/deployment.
Mandatory Requirements 
  • Experience (12+ Years)
  • Is involved with all facets of the software development process, including the research, design, programming, testing and implementation of computer software.
Requirements 
  • This is an 100% Onsite
  • 84 months experience developing, maintaining, and enhancing complex enterprise applications using C#, .NET, and technologies, including 36 months experience Core, RESTful Web APIs, and multi-tier application architectures.
  • 48 months experience developing modern web-based user interfaces using JavaScript, HTML, CSS, and frontend frameworks such as Vue.js, Angular, or React.
  • 72 months experience developing database-driven applications using Microsoft SQL Server, including T-SQL, stored procedures, database design, performance tuning, and data migration.
  • 36 months experience deploying, configuring, maintaining, and troubleshooting enterprise applications hosted on Microsoft Windows Server and Internet Information Services (IIS).
  • 36 months experience implementing enterprise application authentication, authorization, and security using OpenID Connect (OIDC), OAuth 2.0, or comparable federated identity management technologies.
  • 48 months experience serving as a technical lead for software development teams, including assigning development activities, conducting code reviews, establishing coding standards, and providing technical guidance to other developers.
  • 36 months experience serving as a Scrum Master or Agile team lead, including facilitating sprint planning, daily stand-ups, sprint reviews, retrospectives, backlog refinement, and tracking development progress.
  • 36 months experience managing the software development lifecycle using Agile project management and source control tools, including Azure DevOps, Jira, Git, or comparable technologies.
  • 36 months experience designing and implementing software testing, release management, application deployment, and production troubleshooting procedures.
  • 36 months experience analyzing business requirements, developing technical specifications, estimating development effort, and coordinating application enhancements with stakeholders.
  • 24 months experience developing, maintaining, or supporting information systems related to transportation infrastructure, asset management, or geographic information systems.
