Business Analyst, Curam (On-site, Washington, DC)

About This Role

The DC Department of Health Care Finance (DHCF) is seeking a senior Business Analyst (Curam) for its DCAS program. You will formulate systems scope and objectives, analyze and validate requirements for DCAS projects end to end, partner with leadership on strategic initiatives, lead gap-analysis and training workshops, and recommend process improvements. Only DMV-local candidates will be considered.

Responsibilities

• Formulate and define systems scope and objectives based on user needs and a thorough understanding of business systems and industry requirements
• Analyze, validate, and support implementation of requirements for DCAS projects from inception to conclusion
• Partner with leadership to develop strategic plans and initiatives, identify change opportunities, and recommend supporting initiatives
• Plan and lead workshops for gap analysis and training sessions; drive functional design sessions
• Evaluate current processes and recommend improvements by analyzing system performance, known issues, existing documentation, and supporting technology
• Document requirements and translate them into proper system requirements specifications and deliverable-quality documents
• Provide consultation on complex projects as a top-level systems-analysis contributor, considering business implications of technology

Qualifications

• Bachelor’s degree in IT or related field (or equivalent experience), or a current PMP certification; Master-level position
• 16 plus years of Business Analyst, SDLC, requirements gathering/documentation, and MS Office/PowerPoint experience
• 3 plus years professional experience with Curam software (V6 or higher)
• Working knowledge of writing functional, technical, and performance requirements in a software development environment
• Experience with data analysis tools (IBM Knowledge Center business analysis, Curam Data Dictionary) and producing deliverable-quality documents
• Professional experience with MS Office, MS Project, and Visio; proven experience driving functional design sessions and with project management methodologies
• Able to work onsite in Washington, DC (DMV-local only) and interview by webcam
• Preferred: change/release management PM experience; MicroStrategy, HP Exstream, Tableau, Curam, JIRA, Salesforce
