Job Title: CAPPS Program Architect/ Enterprise Architect 3

Location: Austin, TX (Onsite)

Overview

Provide highly advanced consultative services and technical assistance related to the CAPPS Program.

  • Own the Enterprise Technology Vision and Strategy: ensure long-term roadmaps for systems, data, and platforms support CLIENT business goals; enforce guidelines for solution design, integration patterns, security, cloud usage, and technical best practices; review proposed solutions for fit with the enterprise ecosystem and to avoid duplication and undue complexity; provide architectural leadership for cloud migrations, modernization, and other large projects as directed by the CAPPS Product Manager.
  • Identify architectural risks (scalability, integration weaknesses, legacy constraints) working with the Managed Services vendor and internal teams.
  • Collaborate with functional analysts, solution architects, developers, security teams, and business stakeholders to ensure cohesive technical approaches.
  • Lead CAPPS Technology Operations: set vision and direction; act as primary escalation point for complex technical issues; prioritize work and ensure resources focus on high-value activities; drive change and innovation; delegate to develop team capabilities.
  • Oversee and assist troubleshooting of technical issues related to CAPPS applications and supporting infrastructure, including testing activities as needed.
  • Communicate technical requirements and expectations clearly to functional and technical staff, setting deadlines and performance expectations.
  • Coordinate technical activities between the CAPPS Technology Operations Team and internal CLIENT stakeholders, CAPPS agencies (central and hubs), Managed Services vendor, and software vendors.
  • Lead or assist special project work and prepare regular status and productivity reports for CLIENT management.
  • Ensure all digital products and content meet WCAG 2.1 accessibility standards, maintaining perceivable, operable, understandable, and robust experiences and remediating accessibility issues.
  • Support contract management oversight for the CAPPS Program: participate in annual IT control audits for CAPPS Central; ensure contract data security, user permissions, audit trails, and regulatory compliance; perform technical reviews of contract templates, metadata structures, workflows, and automation rules; work with Fiscal Management contract managers to identify and close gaps; support SLAs, system monitoring, environment analysis, hardware/software evaluation, network troubleshooting, migration planning, coding/security standards, change management, and batch scheduling reviews.
  • Maintain documentation for architecture, configuration, integrations, and change management.
  • Support reporting and analytics for contract KPIs, compliance metrics, and lifecycle performance.
  • Review and recommend approval of technical deliverables related to CAPPS Architecture, CAPPS SDLC, Disaster Recovery, CAPPS Security Plans (SSP), and other CAPPS-related technology plans.
  • Plan and coordinate technical upgrades (PeopleSoft images, PeopleSoft Fluid, PeopleTools, and other software upgrades).
  • Serve as technical advisor during procurement activities for CAPPS-related products and services: research options, draft solicitation documents, provide technical evaluation criteria, and support evaluation/negotiation phases.
  • Manage and oversee CLIENT s CAPPS Service Desk (e.g., BOSSDesk), including design, configuration, testing, and administration support.
  • Perform other related duties as assigned.

Candidate Skills and Qualifications

Minimum Requirements (Required)

  • Extensive Texas public sector experience, directly working for or supporting a Texas state government agency (20 years preferred).
  • Extensive experience performing technical activities in support of CLIENT application systems (20 years preferred).
  • Extensive experience creating and managing strategic roadmaps that combine planning, technical insight, and cross-functional communication (10 years required).
  • Experience in a lead role managing outsourced technical teams and overseeing a Managed Services provider (10 years required).
  • Experience preparing materials for and conducting executive-level presentations (10 years required).
  • Experience performing technical project management activities in support of CLIENT s CAPPS program (10 years required).
  • Experience interpreting contractual language and integrating contract requirements into daily workflows while holding vendors accountable (10 years required).
  • Extensive knowledge of data integration, data quality, and SDLC processes and methodologies (10 years required).
  • Experience in IT security and control practices (10 years required).
  • Technical experience with PeopleSoft FSCM or HCM 9.2, PeopleTools, PeopleCode, Application Designer, SQL, PS Query, SQR, Application Engine, and Oracle 11 or higher (10 years required).
  • Experience supporting CAPPS Central production and deployment activities across more than 100 agencies and 5 Hub instances (10 years required).
  • Experience with IT service desk functions and knowledge of ITIL frameworks and processes (10 years required).
  • Experience designing, delivering, and sustaining a reporting framework for more than 100 agencies that supports multitenancy and agency self-sufficiency (5 years required).
  • Strong knowledge of software and hardware management industry best practices (20 years preferred).
  • Experience with CLIENT s legacy Statewide Financial Systems production support activities (20 years preferred).
  • Experience developing technical specifications to support IT procurements (10 years preferred).
