Job Description: 
The Enterprise Architect III will support the CAPPS (Centralized Accounting and Payroll/Personnel System) Program within the Fiscal Management Statewide Fiscal Systems team. This role provides enterprise-level architecture leadership, technical oversight, strategic planning, operational management, and modernization support across CAPPS Financials, HR/Payroll, Recruit, STARR, and related systems.


Key Responsibilities

Enterprise Architecture & Strategy

  • Define and maintain enterprise technology vision, roadmap, and long-term strategy.
  • Ensure systems, platforms, and data architectures align with business objectives.
  • Establish and enforce architecture standards, integration patterns, security controls, cloud strategies, and best practices.
  • Review and approve solution designs to eliminate redundancy and reduce technical complexity.
  • Lead digital transformation, cloud migration, modernization, and enterprise-scale initiatives.
  • Identify and mitigate architectural risks, scalability issues, integration challenges, and legacy system constraints.
  • Collaborate with business stakeholders, developers, architects, security teams, and vendors.

Technical Operations Leadership

  • Manage and oversee CAPPS Technology Operations.
  • Serve as the primary escalation point for complex technical issues.
  • Lead technical decision-making and resource allocation.
  • Monitor project delivery, team performance, and operational effectiveness.
  • Conduct quality reviews to ensure compliance with standards and maintainability.
  • Remove project blockers and proactively address operational risks.
  • Coordinate technical activities among internal teams, agencies, customers, and vendors.

CAPPS Program Support

  • Provide senior-level consulting and technical assistance for CAPPS applications.
  • Support production environments, deployments, upgrades, and technical troubleshooting.
  • Oversee technical communications between functional and technical teams.
  • Prepare status reports, productivity reports, and executive updates.
  • Support special projects and strategic initiatives as assigned.

Accessibility & Compliance

  • Ensure compliance with WCAG 2.1 accessibility standards.
  • Conduct accessibility reviews and remediation activities.
  • Maintain secure, compliant, and user-friendly digital experiences.

Contract & Vendor Management

  • Support contract oversight and governance activities.
  • Participate in IT audits, security reviews, and compliance initiatives.
  • Review technical deliverables, SLAs, change management processes, and operational metrics.
  • Hold vendors accountable to contractual obligations and performance expectations.
  • Evaluate software, hardware, and technology solutions.
  • Assist in procurement activities, technical evaluations, and vendor selection processes.

Documentation & Reporting

  • Maintain architecture, integration, configuration, and change management documentation.
  • Support reporting, analytics, KPI tracking, and compliance monitoring.
  • Review and approve technical plans, security plans, disaster recovery plans, and SDLC deliverables.

Service Desk Oversight

  • Manage and support CAPPS Service Desk operations (BOSSDesk).
  • Oversee design, configuration, testing, and administration activities.

System Upgrades & Enhancements

  • Lead and support:
    • PeopleSoft Image Upgrades
    • PeopleSoft Fluid Implementations
    • PeopleTools Upgrades
    • Oracle Upgrades
    • Other enterprise software upgrades and enhancements
