Job Description: Oracle Technical Program Manager

Position Overview

We are seeking an experienced Oracle Technical Program Manager to lead and govern enterprise Oracle platform initiatives across implementation, upgrades, migrations, support, and transformation programs. The ideal candidate will possess a strong blend of technical program management, Oracle platform expertise, governance, stakeholder management, and delivery leadership. This role requires close collaboration with business stakeholders, architects, engineering teams, vendors, and executive leadership to ensure successful program execution and operational excellence.

Key Responsibilities

Program & Delivery Management

• Lead end-to-end Oracle platform programs, including planning, execution, monitoring, and successful delivery.
• Develop and manage program roadmaps, project plans, milestones, budgets, dependencies, and resource allocation.
• Track delivery progress and ensure adherence to timelines, quality standards, and business objectives.
• Drive program governance through status reporting, risk management, issue tracking, and executive communication.

Oracle Platform Management

• Oversee Oracle implementation, upgrade, migration, integration, and support initiatives.
• Coordinate Oracle application and infrastructure activities across technical and functional teams.
• Ensure platform stability, availability, performance, and operational excellence.
• Support continuous improvements in Oracle environments through process optimization and automation initiatives.

Governance & Change Management

• Establish and maintain governance frameworks for Oracle programs and strategic initiatives.
• Manage change requests, release planning, impact assessments, and deployment activities.
• Ensure compliance with organizational policies, security standards, audit requirements, and regulatory guidelines.
• Drive effective issue escalation and resolution processes.

Stakeholder Management

• Serve as the primary liaison between business leaders, Oracle technical teams, vendors, and external partners.
• Facilitate cross-functional collaboration and ensure alignment of technical solutions with business goals.
• Present program status, risks, mitigation plans, and executive-level updates to leadership teams.
• Manage vendor relationships and ensure successful delivery of outsourced services.

Risk & Quality Management

• Identify program risks, dependencies, and bottlenecks, and develop mitigation strategies.
• Ensure Oracle solutions meet operational, security, scalability, and performance requirements.
• Establish delivery quality metrics, KPIs, and continuous improvement practices.
• Drive proactive problem-solving and decision-making across program teams.

Required Qualifications

• Bachelor's or Master's degree in Computer Science, Information Technology, Engineering, or a related field.
• 10+ years of experience in Technical Program Management, Project Management, or Oracle Program Delivery.
• Strong experience managing Oracle platform operations, governance, and enterprise-scale delivery programs.
• Proven experience leading Oracle implementation, migration, upgrade, and support projects.
• Expertise in project planning, scheduling, budgeting, risk management, and stakeholder communication.
• Strong understanding of SDLC, Agile, Waterfall, and Hybrid delivery methodologies.
• Experience with program management tools such as Jira, ServiceNow, MS Project, Azure DevOps, or similar.
• Excellent communication, leadership, negotiation, and stakeholder management skills.

Preferred Skills

• Experience with Oracle ERP Cloud, Oracle EBS, Oracle Fusion, Oracle Database, OCI (Oracle Cloud Infrastructure), or related Oracle technologies.
• Knowledge of enterprise architecture, cloud transformation, application modernization, and data migration programs.
• PMP, PMI-ACP, PRINCE2, Scrum Master, or other relevant certifications.
• Experience working in large-scale enterprise environments across multiple geographies.
