Role Objective
The primary objective of this role is to serve as the Lead Project Manager for the implementation and enhancement of several large, mission-critical IT initiatives for DDAP.
A key focus area will be leading the iSMART (Training Management System replacement) initiative, along with continued support for the WITS (Web Infrastructure for Treatments) platform.
The Project Manager will be accountable for driving projects end-to-end from planning through implementation ensuring successful delivery on schedule, within budget, and aligned to business, technical, and quality expectations.
Core Role Expectations
The Project Manager will:
- Direct, administer, and facilitate enhancement, re-engineering, or development of high-priority technology initiatives
- Own complete project delivery lifecycle from initiation through closure
- Ensure successful coordination across business units, IT teams, vendors, and stakeholders
- Apply PMI-based project management methodologies across all five project phases
- Lead projects with delivery cycles ranging from 8 to 12 months or longer
- Drive alignment between strategic business objectives and technical execution
Key Responsibilities
Project Leadership & Delivery
- Lead DDAP workstreams in support of Enterprise ELS PM initiatives
- Manage strategic commonwealth technology projects of high visibility
- Develop and maintain full project lifecycle plans including:
- Planning
- Design
- Development
- Testing
- Implementation
- Define major milestones, dependencies, and delivery timelines
- Ensure all project work aligns with approved scope and strategic objectives
Project Planning & Estimation
- Develop detailed project estimates across:
- Planning
- Analysis
- Design
- Construction
- Testing
- Implementation
- Work with technical leads to revise estimates when required
- Obtain DDAP approval for revised estimates
- Develop and maintain the Project Management Plan (PMP)
- Secure stakeholder sign-off on project plans
Schedule, Budget & Governance
- Manage project schedules and monitor progress against milestones
- Track project budget and provide stakeholder visibility
- Take corrective action proactively when schedule risks arise
- Balance workload against team capacity
Stakeholder Communication & Reporting
- Create and manage:
- Communication Plan
- Deliverables Matrix
- Prepare regular status reports for:
- Project Team
- Team Leads
- Sponsors
- Senior Leadership
- Provide weekly project updates following HHS DC IT Daptiv guidelines
- Present status, risks, and recommendations to leadership
Risk, Issue & Change Management
- Maintain and actively manage RAID Log:

- Develop mitigation strategies and track closure
- Ensure scope changes follow formal Change Management processes
- Escalate proactively when needed
Cross-Functional Coordination
Work closely with internal teams including:

Also coordinate with external vendors to ensure solution alignment.
Quality & Compliance
- Ensure adherence to HHS DC IT PMO standards and methodology
- Coordinate:

Testing, Training & Implementation Support
- Coordinate system testing activities
- Plan project-specific training and orientation
- Conduct training sessions as required
- Support implementation readiness
Leadership & Mentorship
- Mentor junior PM staff where needed
- Build project management maturity across teams
- Foster strong stakeholder relationships
Required Experience
- Proven experience leading large enterprise IT projects
- Strong background in PMI-based project delivery
- Experience managing complex multi-stakeholder environments
- Strong expertise in:

- Strong interpersonal and facilitation skills
- Ability to resolve cross-functional issues proactively
