Job Summary
The Product Manager will lead the discovery, development, delivery, and continuous improvement of digital products and services that enhance customer experience, modernize operations, and improve service efficiency. The role involves working closely with customers, frontline staff, business stakeholders, vendors, designers, and technical teams to identify needs, define solutions, prioritize backlogs, and deliver measurable outcomes. The Product Manager will manage customer-facing and internal digital products while balancing user needs, operational requirements, business objectives, technical constraints, and regulatory considerations.
 
Key Responsibilities
  • Lead digital products and service initiatives from discovery through delivery, launch, and continuous improvement.
  • Translate business requirements, customer feedback, and operational needs into product requirements, workflows, user stories, and prioritized backlogs.
  • Collaborate with stakeholders, frontline staff, vendors, designers, developers, and technical teams.
  • Conduct and support user research, customer interviews, usability testing, prototype testing, and operational observations.
  • Identify customer pain points and opportunities to improve user experience and operational efficiency.
  • Coordinate day-to-day activities across vendors, stakeholders, and internal teams.
  • Partner with vendors to drive iterative delivery of software and digital services.
  • Monitor vendor performance related to timelines, quality, usability, testing, issue resolution, and delivery expectations.
  • Lead backlog refinement, sprint planning, release coordination, prioritization, roadmap development, and milestone planning.
  • Make day-to-day product decisions and escalate significant risks, policy concerns, stakeholder conflicts, or delivery issues when appropriate.
  • Monitor product performance using analytics, customer feedback, operational metrics, and user observations.
  • Identify trends, risks, and opportunities for continuous improvement.
  • Promote user-centered, Agile, iterative, and outcome-driven product development practices.
  • Balance customer needs, business objectives, operational constraints, technical considerations, and policy requirements.
Required Skills
  • Experience leading the development, launch, modernization, or continuous improvement of digital products or software platforms.
  • Experience managing the full product lifecycle, including discovery, prioritization, delivery, launch, measurement, and continuous improvement.
  • Experience working with software development teams, engineers, designers, vendors, and technical teams.
  • Strong experience in Agile or iterative product development environments.
  • Ability to balance customer needs, business objectives, operational constraints, policy requirements, and technical limitations.
  • Experience with user research, usability testing, customer interviews, service design, or product discovery.
  • Familiarity with accessibility, customer experience, service design, or digital transformation.
  • Strong written and verbal communication skills.
  • Ability to explain complex technical concepts to non-technical stakeholders.
  • Strong stakeholder management and ability to influence decisions without direct authority.
  • Excellent facilitation, active listening, prioritization, and decision-making skills.
  • Ability to manage competing priorities and drive decisions forward.
  • Bachelor's degree in a related field or equivalent professional experience.
Preferred Skills
  • Experience working in government or other regulated environments.
  • Experience in transportation, financial services, healthcare, or similar industries.
  • Experience working with policy, regulatory, compliance, or governance requirements.
  • Experience with digital transformation initiatives.
  • Experience in service design, UX research, customer experience, or accessibility.
  • Experience managing or collaborating with third-party vendors.
  • Experience using analytics, customer feedback, experimentation, and operational data to guide product decisions.
  • Knowledge of customer-facing digital services and internal operational systems.
  • Product Management, Agile, Scrum, Service Design, UX Research, or Customer Experience certifications.
  • Experience working in ambiguous, fast-paced, and continuously changing environments.
  • Strong ownership mindset with a focus on measurable outcomes and continuous improvement.
