Position Overview

Seeking a highly skilled Senior Business Analyst / Systems Analyst II to support critical Medicaid-related initiatives and system enhancement projects. The selected candidate will work closely with business stakeholders, subject matter experts, developers, project managers, and technical teams to analyze business requirements, document processes, facilitate solution development, and ensure successful delivery throughout the Software Development Life Cycle (SDLC).

The ideal candidate will possess extensive experience in Medicaid Claims Processing, business analysis, Agile methodologies, requirements gathering, process improvement, Azure DevOps, wireframing, testing, and stakeholder communication.


Key Responsibilities

Business Analysis & Requirements Management (30%)

  • Conduct requirements gathering sessions with business users and Subject Matter Experts (SMEs).
  • Analyze existing business processes and identify opportunities for system improvements and automation.
  • Develop and maintain:
    • Business Requirements Documents (BRDs)
    • Functional Requirements Documents (FRDs)
    • Use Cases
    • User Stories
    • Acceptance Criteria
    • Process Flows
    • Wireframes
    • Workflow Diagrams
  • Translate business needs into detailed functional and technical requirements.
  • Collaborate with technical and non-technical stakeholders throughout the SDLC.
  • Assist in development of project documentation in accordance with organizational standards.
  • Support creation and maintenance of application online help and user documentation.

System Design & Compliance (5%)

  • Review proposed solutions and enhancements to ensure compliance with organizational standards and guidelines.
  • Ensure adherence to architecture, security, governance, and technology standards.
  • Participate in solution reviews and recommend improvements when appropriate.

Testing & Quality Assurance (25%)

  • Develop test plans, test cases, test scripts, and testing scenarios.
  • Generate and manage test data required for validation activities.
  • Execute functional, integration, and user acceptance testing.
  • Analyze testing results and document defects.
  • Work with development teams to troubleshoot and resolve issues.
  • Validate enhancements and system modifications before production deployment.
  • Ensure quality, maintainability, and reliability of delivered solutions.

Project Coordination & Status Reporting (25%)

  • Provide regular project status updates and enhancement progress reports.
  • Track and manage work items through Azure DevOps or other ticketing systems.
  • Escalate critical issues and risks impacting project delivery.
  • Participate in project meetings, sprint ceremonies, and stakeholder discussions.
  • Communicate technical and business information effectively to diverse audiences.
  • Prepare and deliver presentations regarding system functionality, business processes, and project updates.

Knowledge Management & Documentation (15%)

  • Facilitate knowledge transfer activities across project teams.
  • Maintain comprehensive system documentation.
  • Create documentation illustrating:
    • System Architecture
    • Data Flows
    • Business Workflows
    • System Dependencies
    • Integration Points
  • Support organizational efforts to eliminate single points of failure through effective documentation and training.
  • Recommend implementation strategies and solution approaches to management and stakeholders.

Required Qualifications

Experience

  • Minimum 5 years of Business Analysis and Systems Analysis experience.
  • Minimum 5 years of Medicaid Claims Processing experience.
  • Minimum 5 years of experience analyzing business objectives and identifying alternative solutions.
  • Minimum 5 years of experience reviewing, analyzing, and evaluating business requirements and operational procedures.
  • Minimum 5 years of experience documenting user requirements, business processes, and system functionality.
  • Minimum 5 years of experience performing cost-benefit analysis and evaluating solution alternatives.
  • Minimum 5 years of experience documenting input/output requirements and reporting specifications.
  • Minimum 5 years of experience with Azure DevOps.
  • Minimum 5 years of experience creating wireframes, process flows, and business documentation.

  • Previous experience supporting government, healthcare, or large enterprise systems.
