DESCRIPTION OF SERVICESThe Business Analyst (BA) position at the Texas Education Agency works on multiple projects that support the mission of the agency of improving outcomes for Texas students, with a focus on major enhancements and/or rewrite effort.
This position will perform advanced, senior-level business analysis work. The business analyst serves as the conduit between the program/customer community and the software development team through which requirements flow. This BA will be involved at some level throughout the entire software development life cycle. Upon establishment of the requirements baseline, the focus is shifted towards the management of the requirements specification and verifying the fulfillment of all requirements, including requirements for enhancements post-implementation.
Essential FunctionsElicitation & Analysis - Analyzes user needs, business processes, pain points, and computer system capabilities to automate or improve existing systems. Elicits requirements using joint application development (JAD), interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis.
Requirements Writing & Visual Output - Transforms information from elicitation sessions into business and functional requirements, use cases, user stories, software requirements specifications documents, wireframes, and mockups. Uses standard templates and simple, unambiguous, and concise natural language.
Using TEA Tools Effectively - Uses TEA tools, such as Jira and Modern Requirements, to manage the change control process, participate in the SDLC, and track and communicate requirements status.
Managing Work - Uses initiative and independent judgment to actively participate in the software development lifecycle, including managing deadlines, following change control procedures, tracking requirement status, coordinating UAT, and maintaining requirement traceability.
Additional functions for this role may also include:- Providing input into a standardized AI & Automation use case intake process and a value assessment framework.
- Establishing a backlog of AI and automation use cases for later development.
- Developing data governance and readiness assessments.
- Documenting risk tiering and policy alignment analyses (privacy, security, legal).
- Producing knowledge transfer artifacts to build internal analytic capability.
Success for this role is defined by:- Fully established foundational systems (workplans, intake, governance, training assets).
- Fully documented backlog of AI & automated use cases for later development.
- Clear, documented processes that TEA staff can sustain post contract.
- Increased readiness to responsibly advance AI and automation initiatives across the agency.
Out of Scope:- Direct software development or coding
- Final approval of policy, governance, or technology decisions
- External facing commitments or guidance unless directed by TEA leadership
- Workforce reduction, cost cutting, or staffing substitution activities
CANDIDATE SKILLS AND QUALIFICATIONS8 years Required Experience eliciting requirements from interviews with customers and creating well-written system requirements
8 years Required Experience with software development life cycles (SDLCs)
8 years Required Business process re-engineering and software process flow improvement experience
8 years Required Experience developing user stories and use cases that conform to business analysis best practices
8 years Required Experience designing mockups and/or wireframes that conform to UX best practices
5 years Required Demonstrated strong communication and facilitation skills

1 year Required Experience with AI & Automation and a conceptual understanding of AI systems to support feasibility assessments

2 years Preferred Documented experience working for or closely with TEA or another state or local education agency
