Summary

RESPONSIBILITIES:
Kforce has a client in San Marcos, TX that is seeking a Senior IT Procurement Specialist (Buyer III). This position performs advanced and complex purchasing and procurement activities for Information Technology (IT) goods and services, including enterprise-level software, hardware, and cloud-based solutions, in accordance with university, state, and federal regulations.
The Buyer III serves as a senior procurement specialist responsible for end-to-end sourcing, contract development and execution, vendor negotiation, and cost and price analysis for high-value and high-impact IT procurements.

Duties:
* Lead complex IT procurements, including enterprise software, hardware infrastructure, and cloud-based services
* Partner with departments and IT stakeholders to assess business needs and define procurement strategies
* Develop and issue RFQs and other solicitation documents; evaluate vendor responses and prepare justification and award documentation
* Coordinate contract development, review, negotiation, and execution with Legal, IT Security, and other stakeholders
* Manage contract renewals, amendments, and compliance with applicable procurement regulations and policies
* Perform cost and price analyses, including total cost of ownership (TCO)
* Collaborate with Finance on funding verification, billing, invoicing, and reconciliation
* Maintain software participation and licensing records and support billing distribution and chargeback activities
* Mentor Buyer I and II staff and review procurement work for accuracy and compliance
* Support reporting, audits, documentation requests, and procurement process improvement efforts

REQUIREMENTS:
* Bachelor's degree in Business Administration, Supply Chain, Information Systems, or a related field, or an equivalent combination of education and experience
* Progressive experience in purchasing or procurement, including complex or high-value transactions
* Experience procuring IT goods and services in a regulated or public-sector environment preferred
* Advanced knowledge of IT procurement principles, practices, and regulations
* Strong experience with enterprise software, hardware, and cloud services sourcing
* Demonstrated ability to negotiate contracts and vendor terms for complex, high-value procurements
* Ability to analyze pricing, contracts, and financial data to support procurement decisions
* Strong collaboration and communication skills to work effectively with technical, legal, and financial stakeholders
* Ability to mentor and guide junior procurement staff
* Strong organizational skills with the ability to manage multiple priorities and deadlines

The pay range is the lowest to highest compensation we reasonably in good faith believe we would pay at posting for this role. We may ultimately pay more or less than this range. Employee pay is based on factors like relevant education, qualifications, certifications, experience, skills, seniority, location, performance, union contract and business needs. This range may be modified in the future.

We offer comprehensive benefits including medical/dental/vision insurance, HSA, FSA, 401(k), and life, disability & ADD insurance to eligible employees. Salaried personnel receive paid time off. Hourly employees are not eligible for paid time off unless required by law. Hourly employees on a Service Contract Act project are eligible for paid sick leave.
