About the Role
Our client is seeking a Senior LMS Developer to lead the architecture, development, and optimization of enterprise LMS solutions. This role provides strategic oversight, advanced analytics, and workflow automation to support large-scale training, continuing education, and readiness initiatives within a mission-critical federal healthcare environment.

Key Responsibilities
LMS Architecture & Development:
Lead the design, configuration, and optimization of LMS platforms to support enterprise-wide learning initiatives. Architect scalable solutions integrating CE tracking, credentialing, reporting, and analytics. Develop advanced automated workflows to streamline training delivery, approvals, and tracking.
Program Management & Integration:
Align LMS capabilities with program management tools including dashboards, schedules, and risk tracking systems. Integrate LMS data with enterprise dashboards to support leadership decision-making and program oversight. Link learning activities to performance metrics and readiness outcomes.
Data Analytics & Reporting:
Develop and maintain metrics to evaluate the effectiveness of continuing education and training programs. Analyze LMS data to identify trends, gaps, and opportunities for improvement. Provide data-driven recommendations to optimize CE programs and training delivery.
Strategic Support & Innovation:
Serve as subject matter expert in learning technologies, instructional design, and emerging learning methodologies. Align LMS capabilities with DHA goals and future-state training requirements. Recommend and implement COTS and emerging technologies to improve training efficiency.
Stakeholder Coordination:
Lead coordination with cross-functional stakeholders including J-7 divisions, clinical staff, and external partners. Facilitate working groups, track action items, and ensure alignment of LMS initiatives with program goals.
Policy & Process Development:
Support development and modernization of business rules, policies, and training documentation. Ensure LMS solutions comply with DoD and DHA policies and standards.
Medical Simulation & CE Integration:
Design systems to support simulation-based training and inter-professional education initiatives. Develop methodologies to assess training effectiveness and improve patient safety outcomes.
Must-Have Qualifications
Active Secret Clearance or Public Trust (Tier III) and U.S. citizenship are required. Candidates must have 14+ years of experience in LMS development, administration, or learning technologies, along with 4-5 years of DoD experience. Strong experience with workflow automation, reporting tools, and dashboards is essential, as is knowledge of instructional design principles and adult learning theory.
Nice to Have
Experience with enterprise LMS platforms such as Cornerstone, Moodle, or Blackboard. Prior experience supporting DoD or federal health systems. Demonstrated ability to lead technical teams and interface with Senior leadership.

This is a Contract to Hire position based out of San Antonio, TX.
Pay and Benefits
The pay range for this position is $45.67 - $50.48/hr.
