Position Job Title: Systems Developer.
Position Skill Level: Expert (Requires 84+ months of experience where the candidate is able to provide guidance to large teams and is considered at the top of their field).
Number of Positions: 1 open position.
Engagement Duration: 24 months.
Target Start Date: August 17, 2026.
Employment Status: Full-Time.
Daily Work Hours: 8:00 AM to 4:30 PM (8.5-hour days with a 30-minute unpaid lunch break).
Work Type & Telecommuting: Hybrid role allowing 50% telecommuting bi-weekly.
Physical Work Location: Swan St, Core 3, Albany, New York (Home Base Region 1).
Interview Format: Webcasting (Candidate is strictly required to be on camera).
Technical Environment: The agency is a Microsoft shop and utilizes VMware hardware architecture.

Project Scope & Day-to-Day Tasks

Project Assignment: Domestic Violence Information System (DVIS).
Core Responsibilities:

Lead development, reporting, testing, and implementation activities for DVIS.
Serve as the primary technical point of contact for day-to-day operations and issue resolution.
Apply advanced expertise in .NET technologies (ASP.NET MVC, .NET Core) and Oracle SQL.
Drive requirements elicitation and translate business needs into technical solutions.
Analyze, design, and author detailed technical specifications for programs and processes.
Implement RESTful APIs and integrate with external/internal systems and services.
Optimize application performance, including database queries and backend processing.
Collaborate with cross-functional teams, including business analysts, QA, and infrastructure teams.
Consolidate testing efforts by designing and executing test strategies, performing unit/integration/regression testing, supporting UAT, and identifying/resolving defects.
Complete mandatory training from the Office of Employee Relations (OER).
Manage active knowledge transfer by keeping project documentation up to date at all times, participating in weekly documentation reviews, and educating various staff on coding practices, SQL queries, and validations.

Mandatory & Requested Qualifications

Multi-Tier .NET Applications: Minimum of 84 months of experience developing and implementing multi-tier .NET applications leveraging the ASP.NET (version 4.0 and above) MVC design pattern.
SOA Application Integration: Minimum of 84 months of experience with Service Oriented Architecture (SOA) application integration, including the development of secure .NET web services using Windows Communication Foundation (WCF) and SOAP/RESTful APIs.
Oracle Database Design & PL/SQL: Minimum of 84 months of experience in Oracle designing relational databases, data modeling, deploying SQL objects, PL/SQL coding/debugging, creating XML-type stored procedures and packages, and writing/testing complex SQL queries.
.NET Core Development: Minimum of 72 months of experience designing, developing, and deploying .NET Core web applications using C# code.
Client-Side Technologies: Minimum of 84 months of experience utilizing HTML5, AJAX, JavaScript, jQuery, Bootstrap, and CSS to build responsive user interfaces.
Reporting Services (SSRS): Minimum of 72 months of experience developing analytical and statistical reports using SQL Server Reporting Services (SSRS).
Education Requirement: Requires a Bachelor''s degree in a Computer Science related field.
