IT Quality Assurance & Engineering Manager

Contract-to-Hire Opportunity

Overview

We are seeking an experienced IT Quality Assurance & Engineering Manager to lead enterprise-wide quality engineering, testing strategy, automation initiatives, and quality governance practices. This leader will oversee a team of QA analysts, test engineers, and quality professionals responsible for ensuring technology solutions are reliable, secure, scalable, and ready for business deployment.

This role will partner closely with Development, Product, Architecture, Infrastructure, Cybersecurity, and Business teams to embed quality throughout the Software Development Lifecycle (SDLC) while driving continuous improvement and automation across the organization.
Key Responsibilities
Quality Engineering Leadership
  • Develop and execute the enterprise Quality Engineering strategy and roadmap.
  • Lead, mentor, and develop QA analysts, test engineers, and quality professionals.
  • Foster a culture of quality, accountability, innovation, and continuous improvement.
  • Define and track quality KPIs and performance metrics across delivery teams.
  • Champion modern testing methodologies and quality engineering best practices.
Quality Governance & Standards
  • Create and maintain enterprise testing frameworks, standards, and methodologies.
  • Establish quality gates and testing policies for projects, enhancements, and releases.
  • Define test entry, exit, and acceptance criteria throughout the SDLC.
  • Ensure adherence to quality standards across all technology teams.
  • Lead quality reviews for major enterprise initiatives and strategic projects.
Testing Strategy & Delivery
  • Oversee planning and execution of:
    • Functional Testing
    • Integration Testing
    • Regression Testing
    • User Acceptance Testing (UAT)
    • Performance Testing
    • Security Testing
    • Accessibility Testing
    • Release Validation Testing
  • Ensure comprehensive test coverage and traceability from requirements through deployment.
  • Drive improvements in defect prevention, detection, and resolution practices.
Test Automation & DevOps
  • Develop enterprise test automation strategies and frameworks.
  • Expand automated testing across applications, APIs, integrations, and digital platforms.
  • Partner with development teams to integrate testing into CI/CD pipelines.
  • Increase automation coverage while improving release quality and deployment speed.
  • Collaborate with DevOps teams to implement quality controls within deployment processes.
Metrics & Continuous Improvement
  • Define and monitor key quality metrics, including:
    • Defect Leakage
    • Test Coverage
    • Automation Coverage
    • Production Incidents
    • Release Quality
    • Mean Time to Resolution (MTTR)
  • Analyze trends and identify opportunities for process improvement.
  • Lead root cause analysis efforts and post-implementation reviews.
Vendor & Tool Management
  • Evaluate, implement, and manage quality engineering tools and testing platforms.
  • Support vendor selection and testing tool implementation initiatives.
  • Manage relationships with third-party testing partners and consulting organizations.
Risk, Compliance & Audit
  • Ensure testing activities support regulatory, compliance, and governance requirements.
  • Partner with Risk Management and Cybersecurity teams to validate controls and security measures.
  • Support internal and external audits through testing documentation and evidence collection.
  • Develop testing approaches for business continuity, disaster recovery, and operational resilience initiatives.
Required Qualifications
  • Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field.
  • 7+ years of Quality Assurance, Software Testing, or Quality Engineering experience.
  • 3+ years of leadership experience managing QA, Testing, or Quality Engineering teams.
  • Experience establishing enterprise testing standards, frameworks, and governance processes.
  • Strong understanding of Agile, DevOps, and modern software delivery practices.
  • Experience implementing and scaling test automation frameworks.
  • Excellent communication, leadership, and stakeholder management skills.
Preferred Qualifications
  • Property & Casualty Insurance industry experience.
  • Experience supporting policy administration, claims, billing, or customer-facing insurance platforms.
  • Experience with Guidewire PolicyCenter, BillingCenter, and/or ClaimCenter testing environments.
  • Experience supporting cloud-based applications and digital transformation initiatives.
  • Knowledge of insurance regulatory and compliance requirements.
Preferred Certifications
  • ISTQB Certified Tester
  • Certified Agile Tester
  • Certified Scrum Master (CSM)
  • SAFe Agilist
  • ASQ Certified Quality Engineer (CQE)
Ideal Candidate

We're looking for a strategic quality leader who can build and scale enterprise testing and automation capabilities while fostering strong collaboration across development, operations, and business teams. The ideal candidate will have experience driving quality transformation initiatives within complex enterprise environments and a passion for improving software quality through innovation, governance, and automation. Experience within the Property & Casualty Insurance industry is highly preferred.
