Project Overview:
The California Department of Justice (DOJ) is seeking IV&V and quality assurance support for the Firearm Information Technology System Modernization (FITSM) initiative, with the vendor providing independent oversight and actionable recommendations across planning and execution activities, including review of PAL Stage 3 and Stage 4 deliverables/artifacts and broader project risk and quality controls (e.g., requirements and solicitation/SI SOW traceability, project management best-practice alignment, change management readiness, data migration risk reduction, and recurring QA/IV&V reporting). The engagement is structured as deliverables-based (fixed cost) work executed through Work Authorizations, with an initial 12-month term starting 04/10/2026 and up to two additional 12-month extensions (maximum 36 months).
Type of Project:
Firearm Information Technology System Modernization (FITSM) is a high-risk, high-visibility modernization effort; the engagement is to provide Independent Verification & Validation (IV&V) and Quality Assurance (QA) oversight, including PAL Stages 3 and 4 deliverables and key milestone oversight.
Minimum Qualification Required:

Bachelor's-level degree from a recognized college or university. Alternatively, qualifying experience may be substituted for the required education on a year-for-year basis. Associated DQ: Master's or Doctorate.

A minimum of five (5) years of experience applying analytical processes on an IT project worth at least $2M. At least three (3) years of that experience must have been in business systems analysis and design. Associated DQ: Six (6) or more years of experience on an IT project worth at least $2M; four (4) or more years in business systems analysis and design.

A minimum of three (3) years of progressively complex experience and intermediate-level skill in troubleshooting, requirements elicitation, and project management, with at least two (2) years in a lead capacity. Associated DQ: Four (4) or more years of progressively complex experience; three (3) or more years in a lead capacity.

A minimum of two (2) years of experience as a business analyst within the last five (5) years. Associated DQ: Three (3) or more years of experience as a business analyst within the last eight (8) years.

A minimum of three (3) years of experience using requirements management tools (e.g., JIRA). Associated DQ: Four (4) or more years of experience using requirements management tools.

A minimum of three (3) years of experience in analyzing legislative mandates and regulations to identify their impact on system requirements. Associated DQ: Four (4) or more years of experience analyzing legislative mandates and documenting impacts on requirements.

A minimum of two (2) years of experience in working with the California Department of Technology (CDT) Project Approval Lifecycle (PAL) process, specifically Stages 3 and 4, including preparing documentation and artifacts required for PAL approvals. Associated DQ: Three (3) or more years of experience working within CDT's PAL process and preparing documentation required to achieve PAL approvals.
