Senior Full Stack .NET Developer (only local to IA)

Position Overview

The Iowa Department of Health and Human Services (HHS) is seeking an experienced Senior Full Stack .NET Developer to design, develop, maintain, modernize, and support mission-critical enterprise applications used across child welfare, healthcare, income maintenance, and other statewide programs.

The ideal candidate will be a hands-on senior developer with strong experience across the full application stack, including C#/.NET, ASP.NET/ASP.NET Core, SQL Server, SSRS reporting, REST/SOAP services, middleware integrations, and front-end technologies.

This role requires strong troubleshooting and production-support skills, along with the ability to work within mature enterprise applications and modernize legacy systems while maintaining reliability, security, accessibility, and compliance.

Key Responsibilities

  • Develop, enhance, maintain, and support enterprise applications using C#, .NET Framework, ASP.NET, and ASP.NET Core.
  • Design, develop, and maintain backend services, APIs, middleware, and system integrations.
  • Develop, modify, troubleshoot, and support SSRS reports used for critical business operations.
  • Design, develop, and optimize SQL Server databases, stored procedures, views, functions, and complex queries.
  • Perform SQL query optimization, database performance tuning, and troubleshooting.
  • Develop and consume RESTful and SOAP web services.
  • Analyze and resolve complex production issues across applications, environments, integrations, and databases.
  • Support front-end development and enhancements using HTML, CSS, JavaScript, and related technologies.
  • Modernize legacy applications, improve maintainability, and reduce technical debt.
  • Manage source control, builds, releases, deployments, and CI/CD pipelines using Azure DevOps.
  • Implement and maintain application accessibility in accordance with WCAG 2.1 and established accessibility standards.
  • Perform accessibility remediation and support accessible application design and development practices.
  • Collaborate with business stakeholders, business analysts, QA teams, technical teams, and other project stakeholders.
  • Participate in application testing, deployment, production support, documentation, and ongoing system enhancements.
  • Ensure applications are secure, reliable, scalable, accessible, and compliant with organizational standards.

Required Qualifications

  • Bachelor's degree in Computer Science, Information Technology, or a related field, or equivalent professional experience.
  • 5+ years of professional software development experience.
  • Strong hands-on experience with:
    • C#
    • .NET Framework
    • ASP.NET / ASP.NET Core
    • SQL Server
  • Advanced SQL Server skills, including:
    • Database design
    • Stored procedures
    • Complex SQL queries
    • Query optimization
    • Performance tuning
    • Troubleshooting
  • Strong experience creating, modifying, and supporting SSRS reports.
  • Experience developing and consuming REST and/or SOAP web services.
  • Experience with middleware and enterprise system integrations.
  • Hands-on experience with Azure DevOps, including source control, CI/CD, builds, and deployments.
  • Experience supporting enterprise production applications.
  • Strong understanding of full-stack application architecture, including front-end, middleware, business logic, APIs, and database layers.
  • Experience troubleshooting complex issues across multiple applications and environments.
  • Knowledge of web accessibility standards, including WCAG 2.1, and accessibility remediation practices.

Preferred Qualifications

  • Experience supporting government, healthcare, Medicaid, HHS, or other public-sector systems.
  • Experience with legacy application maintenance and modernization.
  • Experience with Angular.
  • Strong knowledge of HTML, CSS, and JavaScript.
  • Experience with GitHub and Git-based development workflows.
  • Experience with AWS services.
  • Accessibility certification or formal accessibility training.
  • Experience working with large-scale enterprise or statewide applications.
