Job Description ECS Federal is seeking a
Journeyman Management Analyst to support the Defense Health Agency's Enterprise Support Activities, Business Analytics Division (ESA-BAD). This position plays a critical role in improving organizational effectiveness and operational efficiency within the Military Health System (MHS) enterprise.
In this role, you will:
- Conduct organizational studies and evaluations
- Design systems and procedures
- Conduct simplification and measurement studies and prepare operations and procedures manuals to assist management in operating more efficiently and effectively.
- Analyze business processes to identify inefficiencies, redundancies, and opportunities for improvement.
- Evaluate program performance against established metrics and strategic objectives.
- Serve as a management consultant to internal stakeholders on operational matters.
- Provide recommendations to leadership on resource allocation and organizational structure.
- Develop analytical reports, briefings, and presentations for senior leadership.
- Document findings, recommendations, and develop implementation plans for management review.
- Facilitate working groups and meetings to drive consensus on process changes.
Required Skills - Proficiency in data analytics tools (Excel, Power BI, Tableau)
- Experience with business process modeling and documentation tools
- Knowledge of federal acquisition and program management frameworks
- Strong analytical and critical thinking abilities
- Excellent written and verbal communication skills
- Ability to translate complex data into actionable recommendations
- Project management and organizational skills
- Collaborative mindset with ability to work across diverse teams
- Attention to detail and commitment to quality deliverables
Desired Skills - Experience supporting Department of Defense (DoD) or federal healthcare organizations
- Familiarity with DHA organizational structure and Military Health System operation
- Experience working in and with SEMOSS a plus
- Lean Six Sigma Certification
