Oracle Cloud HCM Functional Analyst
Project Overview - The Organization is currently executing a strategic technology modernization initiative designed to transform business operations, improve workforce management capabilities, and strengthen enterprise governance. As part of this effort, the Organization has established a Center of Excellence (CoE) comprised of cross-functional business and technology professionals responsible for advancing ERP Cloud strategy, business compliance, data governance, operational excellence, and enterprise best practices.
To support these initiatives, the Organization is seeking a seasoned Oracle Cloud HCM Business Systems Specialist to lead business process improvement efforts, support operational and maintenance activities, and assist with the identification, development, and implementation of enhancements across Oracle Cloud HCM and related enterprise systems. The consultant will play a critical role in improving employee records management, ensuring regulatory compliance, supporting HCM operations, and contributing to ongoing Human Capital Management (HCM), Advanced HCM, Payroll, and workforce modernization initiatives.
Position Responsibilities
Employee Records Audit and Compliance
· Conduct comprehensive reviews of employee records maintained within Oracle Cloud HCM, Livelink, and related systems for approximately 1,300 employees.
· Analyze employee records to identify missing, incomplete, outdated, or non-compliant documentation.
· Review and validate employee documentation across multiple functional areas, including:
o Human Capital Management (HCM)
o Benefits Administration
o Compensation
o Work Permits and Authorizations
o Professional Certifications and Licenses
o Driving Records
o I-9 Employment Eligibility Verification
o Dependent Verification Documentation
o Compliance and Regulatory Records
· Validate employee records against established organizational requirements and documentation standards.
· Produce detailed gap analysis reports identifying missing, incomplete, or expired documentation and recommend remediation actions.
Records Management and Document Administration
· Partner with Human Resources, Benefits, Compensation, Compliance, Payroll, and other People & Talent (P&T) departments to obtain and validate required employee documentation.
· Coordinate directly with employees, managers, and business stakeholders to collect outstanding records and supporting documentation.
· Scan, upload, organize, and index employee documents within Oracle Cloud HCM, Livelink, and other enterprise repositories.
· Ensure document accuracy, consistency, and adherence to established naming conventions, filing standards, and governance policies.
· Maintain strict confidentiality and safeguard sensitive employee information in accordance with organizational policies and applicable privacy regulations.
· Support compliance with document retention, records management, and audit requirements.
Business Systems Analysis and Process Improvement
· Analyze current-state business processes and identify opportunities to improve efficiency, data quality, compliance, and operational effectiveness.
· Collaborate with business and technical stakeholders to define and document requirements for process enhancements and system improvements.
· Support the development and implementation of best practices for employee records management, onboarding, compliance tracking, and workforce administration.
· Assist with the development of process documentation, business procedures, and operational guidelines.
Testing and Quality Assurance Support
· Support functional testing activities for Oracle Fusion Data Intelligence (FDI) and related Oracle Cloud applications.
· Develop and execute test scenarios, test scripts, and validation activities.
· Perform data validation and reconciliation activities following document updates and system changes.
· Document defects, track issue resolution, and support retesting efforts.
· Collaborate with business stakeholders, system administrators, and IT teams to troubleshoot and resolve system issues.
Onboarding and Workforce Administration Support
· Support the collection, verification, and documentation of onboarding requirements for new hires, contractors, and transitioning employees.
· Ensure onboarding documentation is complete, accurate, and properly maintained within designated systems.
· Assist with compliance reviews and workforce documentation audits to ensure organizational readiness and regulatory adherence.
Position Requirements
Required Qualifications
· Minimum of 10 years of experience performing Business Systems Analysis, business process improvement, or operational support for ERP, HCM, or cloud-based enterprise applications.
· Demonstrated experience supporting Human Capital Management (HCM), HR operations, employee records management, or related business functions.
· Hands-on experience with Oracle Cloud HCM, SharePoint, Livelink, or comparable Human Resources Information Systems (HRIS) and Enterprise Content Management (ECM) platforms.
· Strong understanding of employee records management, compliance documentation, and workforce administration processes.
· Experience performing data analysis, document audits, records validation, and compliance reviews.
· Strong analytical, organizational, and problem-solving skills with exceptional attention to detail.
· Experience gathering requirements, documenting business processes, and supporting system testing activities.
· Excellent written and verbal communication skills with the ability to collaborate across business and technical teams.
· Ability to manage large volumes of sensitive employee information while maintaining confidentiality and data integrity.
Preferred Qualifications
· Experience managing both physical and electronic employee records, including document retrieval, digitization, indexing, records retention, and compliance monitoring.
· Knowledge of federal and state employment documentation requirements, including I-9 verification, work authorization records, certifications, licenses, and related compliance documentation.
· Experience supporting Oracle Fusion Data Intelligence (FDI) testing, reporting, analytics, or data validation activities.
· Experience with HR process optimization, workforce modernization initiatives, or enterprise digital transformation programs.
· Experience supporting onboarding, talent management, payroll, benefits administration, or employee lifecycle processes.
· Advanced degree in Information Systems, Business Administration, Human Resources, Accounting, or a related discipline.
· Relevant professional certifications in Business Analysis, Human Resources, ERP systems, Project Management, or Information Technology.
