Universal Services is the enterprise IT solutions center for the departments and offices of Harris County, providing Information Technology, Public Safety and Justice Technologies, 311 Constituent Engagement Services, Fleet Services, and Records and Information Governance Services.

Position Overview:

The Storage Administrator is responsible for the design, implementation, administration, and optimization of enterprise storage and backup environments supporting Harris County systems. This position ensures reliable, secure, and high-performing storage allocation across virtualized and physical infrastructures. The role provides technical leadership, develops solutions to complex infrastructure challenges, and serves as a lead engineer and backup to the IT Manager to maintain operational continuity.
Job Responsibilities:

Enterprise Storage Administration
  • Administers enterprise storage platforms by configuring, upgrading, and expanding storage appliances to ensure availability and performance.
  • Creates and modifies storage volumes to support business applications and prevent service disruptions.
  • Monitors storage utilization trends and proactively increases capacity based on historical usage and operational needs.

Virtual Infrastructure & VMware Support
  • Maintains and optimizes virtual storage environments by monitoring latency, performance metrics, and system health.
  • Troubleshoots performance issues and implements corrective actions to maintain system stability.
  • Performs fiber channel zoning to establish connectivity between compute hosts and storage clusters.

Backup and Disaster Recovery
  • Manages enterprise backup systems by configuring, monitoring, and troubleshooting backup jobs.
  • Performs data restores as required to ensure business continuity.
  • Defines and supports backup, recovery, and archival procedures to align with organizational standards.

Monitoring & Alert Management
  • Monitors server and storage alerts daily and addresses issues by clearing, expanding, or reclaiming storage.
  • Identifies unused storage resources and coordinates with stakeholders to reclaim capacity.
  • Responds to infrastructure alerts across multiple systems to ensure uptime and reliability.

Change Management & System Upgrades
  • Prepares and documents change control notifications for system upgrades and modifications.
  • Coordinates planned changes with stakeholders and vendor support to minimize operational risk.
  • Develops implementation strategies to ensure minimal service interruption.

Vendor Coordination & Technical Consultation
  • Participates in vendor meetings to discuss system needs, challenges, and upgrades.
  • Develops technical recommendations and implementation strategies.
  • Serves as a subject matter expert providing guidance to peers and management.

Lead Engineer Responsibilities
  • Assigns work and provides technical direction to team members.
  • Provides training and mentorship to peers.
  • Serves as backup to the IT Manager to ensure continuity of operations.
  • Provides input to leadership used in technical decision-making processes.

Decision-Making Authority
  • Determines priority of service requests related to storage and server performance.
  • Evaluates urgency of low storage volume issues and system alerts.
  • Develops and implements new technical solutions to improve infrastructure performance and reliability.
  • Recommends infrastructure improvements and architectural changes.

Requirements
Education:
  • Bachelor's degree in Information Technology, Information Systems, or a closely related field.

Experience:
  • Minimum eight (8) years of professional experience in enterprise storage and systems administration.
  • Experience managing storage appliances, fiber channel switching, virtualization environments, and backup solutions.

Knowledge, Skills, & Abilities:
  • Enterprise storage architecture and administration.
  • Virtualization technologies and infrastructure design.
  • Backup and disaster recovery methodologies.
  • Storage Area Network (SAN) environments.
  • Change management best practices.
