SIEMaaS Project Management Analyst- Journeyman (Mid-level) to work in our
Fairfax, VA office.
ECS is seeking talented professionals to join our successful and growing team in building the next-generation Continuous Diagnostics and Mitigation (CDM) Cyber data solution. The CDM Program is the Cybersecurity and Infrastructure Security Agency's (CISA) dynamic approach to strengthening the cybersecurity of Federal networks and systems through better awareness and visibility into their security posture and cyber threats. ECS is responsible for designing, building, deploying, operating, and maintaining a complete 'Data Services' solution which includes the collection, normalization, visualization, and sharing of cyber data from more than 100 Federal agencies. The CDM Data Services product is an integrated suite of multiple Commercial Off the Shelf (COTS) products, software configuration packages, and custom code which work together to operate as an integrated solution tailored to meet Department of Homeland Security (DHS) requirements.

ECS seeks an experienced business management professional to serve as an analyst for the Department of Homeland Security's (DHS). This is an important project supporting the Continuous Diagnostics Mitigation (CDM) Security Incident & Event Management as a Service (SIEMaaS) mission. In this role you will provide day-to-day management support of the SIEMaaS project within the broader CDM program, which operates according to Scaled Agile Framework (SAFe) methodologies. Specific responsibilities include:
Project planning, schedule management, resource management, quality control, risk, and opportunity management Coordinating project activities for a matrixed team of technical resources to complete tasks and deliverables in compliance with CISA requirements Engaging with SIEMaaS members of our team, CISA PMO leads and federal agency points of contact to proactively seek ways to improve processes and implement best practices to fulfill the SIEMaaS objectives, ensuring alignment to overall CDM program values of transparency, inclusion, and continuous improvement. Creating and managing required documentation, to include agency on boarding documentation, transition plan development and implementation, and program documentation to ensure SIEMaaS maturation. Maintaining alignment with the supporting vendor engagement and required transition support services during agency on boarding to SIEMaaS. Required Skills - 3-5+ years' experience in Project Management activities, including Change Management, Stakeholder Engagement, and Business Analyst roles.
- Demonstrated experience building and managing Project Schedules using MS Project or other scheduling tools.
- Demonstrated success managing cross-functional, matrixed teams to effectively achieve project outcomes in a dynamic, agile environment.
- Demonstrated excellent project management capabilities including operational assessments, workflow analysis, implementation planning, the ability to lead evaluation of scope, staffing, risk, dependencies, communications, and quality.
- Demonstrated experience and success managing the development and operations of data metrics and reporting, to include KPI tracking and dashboard visualizations.
- Experience in managing the full System Development Life Cycle (SDLC) using Agile methodologies.
- Demonstrated experience and understanding of Agile delivery methodologies and tools, including Atlassian Jira, Power BI, and other relevant project management tools.
- Excellent communication and collaboration skills, including customer and employee engagement, and developing and delivering communications for executive leadership, training plans, and project documentation (Concept of Operations, System Design Document (SDD), release management documentation)
- A demonstrated aptitude for complex problem solving, and leading teams to success.
