The CAPPS‑STARR System Analyst Level 1 will provide foundational support for the implementation, maintenance, and daily operations of the CAPPS STARR system, a SaaS solution (Advantage) provided by CGI. This role will work closely with CPA Information Technology and Fiscal Management teams to assist with requirements gathering, documentation, testing activities, and basic system analysis tasks.
The analyst will support integration efforts with legacy platforms such as USAS and TINS by assisting senior staff with data validation, issue tracking, documentation updates, and coordination with vendors and internal teams. Training and guidance will be provided, and the analyst is expected to learn system processes, technical terminology, and business workflows.
Required Abilities:
• Basic understanding of enterprise systems, SaaS concepts, or financial/business applications.
• Ability to gather, organize, and document system requirements with guidance.
• Ability to analyze and translate business needs into clear documentation.
• Strong communication skills for working with both technical and non‑technical audiences.
• Ability to learn technical tools such as APIs, SFTP, ETL, reporting tools, or testing platforms.
Required Skills:
• Basic SQL for queries and data validation (training acceptable).
• Basic experience with Microsoft Excel and data preparation.
• Familiarity with file transfer tools (SFTP/PGP) preferred but not required.
• Ability to follow instructions and perform assigned work with supervision.
• Strong attention to detail and analytical mindset.
• Ability to create simple test cases and document test results.
Preferred Skills:
• Exposure to SaaS applications, ERP systems, or financial modules.
• Experience using Microsoft Office Suite (Word, Excel, Outlook, Teams).
• Familiarity with Agile environments (Scrum/Kanban).
• Basic knowledge of reporting tools such as Power BI or other BI platforms.
• Exposure to state government systems such as USAS, TINS, or SPA (a plus but not required).
Key Responsibilities
· Assist with requirements gathering sessions and document basic system or reporting needs.
· Support senior analysts in validating system functionality, data flows, and interface outputs.
· Perform entry level troubleshooting of data discrepancies or system issues and escalate as needed.
· Assist with maintaining interface documentation, data mappings, and basic technical specifications.
· Support testing activities, including regression testing, integration testing, and UAT preparation.
· Help track issues, test results, and changes using standard CPA documentation tools.
· Assist with running reports, validating financial data, and supporting reporting tasks using tools such as Power BI or Advantage native reporting features.
· Coordinate with team members, vendors, and stakeholders to communicate findings and updates.
· Follow established procedures and comply with CPA system security and access control requirements.
· Participate in Agile ceremonies, including sprint planning and daily stand ups.
· Participate in an on-call rotation to support financial system availability and critical processing cycles.
