  • Location: Rosemead, CA – Hybrid (Onsite Tuesday & Wednesday)

  • Duration: 18-Month Contract

  • Schedule: Monday–Friday, 8:00 AM – 5:00 PM

Position Summary

We are seeking an experienced IT Project Manager V to oversee an integrated technology portfolio spanning multiple critical workstreams for a large, regulated utility client.

Operating at the vital intersection of business and IT, you will drive portfolio-level planning, financial reconciliation, risk and governance discipline, and executive-ready reporting. Your primary objective is to design and operate a durable operating model (including RACI matrices, governance calendars, and escalation paths) while collaborating closely with the existing PMO structure, without assuming direct product or workstream delivery accountability.

Key Responsibilities

  • Portfolio & Workplan Management: Own the integrated portfolio workplan, tracking milestones, dependencies, critical paths, stage-gate readiness, and clear ownership.

  • Financial Oversight: Consolidate baseline budgets, forecasts, actuals, contingency funds, and variance explanations, seamlessly reconciling the Customer Service view with IT reporting.

  • Risk & Change Governance: Maintain integrated risks, issues, actions, decisions, dependencies, and changes (RIAD-C) with designated owners, dates, escalation thresholds, and aging metrics.

  • Executive Reporting: Prepare weekly and monthly portfolio rollups and concise, decision-ready materials tailored for senior leadership and governance forums.

  • Intake & Change Control: Operate governance, intake, and formal change control processes for project additions, descopes, pauses, and reprioritizations.

  • Vendor & Contract Coordination: Coordinate vendor and contract oversight across Customer Service, IT, Finance, Procurement, and external delivery partners.

  • Operating Model Design: Design and sustain the governance framework, RACI charts, governance calendar, escalation paths, and clear operational boundaries with the enterprise PMO.

  • Stakeholder Enablement: Support business and IT project-lead pairings while maintaining a clear boundary that avoids taking over direct product/workstream delivery.

  • PMO Documentation: Build a durable PMO package complete with standardized templates, recurring cadence, documented decision history, and thorough handoff instructions.

Required Knowledge & Skills

  • Demonstrated ownership of an integrated portfolio featuring at least three meaningful technology workstreams.

  • Hands-on experience within a joint business and IT PMO environment.

  • Strong expertise in portfolio financial management, forecasting, reconciliation, and value tracking.

  • Mastery of risk, issue, decision, dependency, and change-control disciplines.

  • Exceptional executive communication skills capable of converting technical complexity into clear decisions, consequences, and next steps.

  • Proven multi-vendor technology-transformation experience.

  • Ability to drive closure and alignment across senior stakeholders without direct authority.

  • High comfort level blending agile methodologies with stage-gated governance.

  • Ability to provide credible examples or sanitized work samples of integrated plans, executive reporting, financial rollups, or decision governance.

Preferred Qualifications

  • Experience working within a utility or other highly regulated industry.

  • Customer-service technology experience, including conversational AI, contact-center platforms, billing, collections, SAP, or related enterprise systems.

  • Direct experience mobilizing a new PMO and leaving behind a sustainable, repeatable operating model.

  • Familiarity with enterprise portfolio tools and governance frameworks comparable to a large utility environment.

  • The agility to balance high-level strategic leadership with hands-on artifact creation.

Education & Experience

  • Bachelor''s Degree in a relevant business or technical discipline, or an equivalent combination of education, training, and experience.

  • 3 to 5 years of relevant progressive experience in complex technical project/portfolio management roles.
