Job Summary
The Technical Project Manager leads complex, engineering‑driven IT initiatives across infrastructure, cloud, networking, applications, and data platforms. This role oversees the full project lifecycle—from initiation through deployment and closure—ensuring all technical deliverables are aligned with architecture standards, security requirements, and business objectives. The Technical Project Manager acts as a technical facilitator and execution leader, coordinating engineers, architects, operations teams, cybersecurity, vendors, and business stakeholders to deliver secure, scalable, and reliable technology solutions.
Key Responsibilities
Technical Project Planning & Execution
- Define technical project scope, engineering requirements, and success criteria in coordination with solution architects, engineering teams, cybersecurity, and business partners.
- Develop comprehensive engineering‑aligned project plans, including system requirements, deployment approaches, cut over strategies, and integration milestones.
- Lead technical design discussions and ensure requirements are translated into actionable engineering tasks.
- Coordinate and oversee infrastructure upgrades, application migrations, data platform modernizations, cloud transitions, and network‑related initiatives.
- Manage cross‑system dependencies involving applications, data flows, network segments, middleware, and security controls.
- Ensure all technical work adheres to SDLC, Agile, SAFe, DevOps, and ITIL frameworks.
Service Migrations, Deployment & Cutover Management
- Lead end‑to‑end execution of service migrations, including application cutovers, infrastructure transitions, network changes, and data migrations.
- Develop and manage detailed runbooks, deployment plans, backout procedures, and operational readiness steps.
- Facilitate go‑live events, command center operations, and post‑deployment stabilization to ensure continuity of business operations.
- Resolve technical blockers by collaborating directly with engineers, architects, vendors, and operations teams.
Engineering Team Coordination & Agile Leadership
- Coordinate cross-functional work across engineering, operations, data management, information security, and business units.
- Serve as Scrum Master or Agile facilitator when required, ensuring teams maintain backlogs, artifacts, and sprint goals.
- Promote engineering best practices and process improvements based on retrospectives and lessons learned.
- Serve as an escalation point to unblock technical teams and facilitate alignment across project dependencies.
Resource & Budget Management
- Identify and estimate technical resources, engineering labor, tools, and vendor services required to deliver project outcomes.
- Track expenditures, manage project budgets, and ensure efficient allocation of personnel, hardware, software, and licensing resources.
- Support procurement efforts (SOWs, contracts, RFP collaboration).
Risk Management, Security & Compliance
- Identify technical and operational risks, manage RAID logs, and develop mitigation or remediation plans.
- Ensure all work complies with cybersecurity policies, change control processes, and federal/state requirements.
- Collaborate with security, privacy, and compliance teams on design reviews, security assessments, and audit preparations.
Monitoring, Reporting & Technical Governance
- Track KPIs, engineering milestones, system performance metrics, and deployment readiness indicators.
- Provide leadership with dashboards, executive updates, and engineering‑focused progress reports.
- Support architectural governance by ensuring technical alignment with standards, patterns, and approved technologies.
Technical Quality Assurance & Stakeholder Engagement
- Validate that engineering deliverables meet required performance, scalability, continuity, and security standards.
- Conduct operational readiness reviews, test results evaluations, and quality gates.
- Serve as the primary technical point of contact for stakeholders, providing clear communication of technical status, risks, and outcomes.
Documentation & Project Closure
- Maintain comprehensive technical documentation, including architecture diagrams, system configurations, runbooks, deployment plans, and post‑implementation reports.
- Conduct post‑project evaluations, lessons learned, and retrospectives to support continuous improvement.
- Ensure formal handoff to operations, support teams, and service owners.
Skills & Qualifications
Education
- Bachelor''s degree in Engineering, Computer Science, Information Systems, or a closely related technical field.
Experience
- 7+ years managing technical projects involving IT infrastructure, cloud, networking, enterprise applications, data platforms, or systems engineering.
- Demonstrated experience leading complex service migrations, cutovers, integrations, and modernization initiatives.
- Proven success coordinating work across engineering, security, operations, vendors, and business teams in matrixed environments.
- Strong experience with Agile (Scrum/SAFe), SDLC, DevOps workflows, and ITIL processes.
Technical Skills
- Networking: TCP/IP, routing/switching, firewalls, DNS, LAN/WAN, SD-WAN, proxies, NAT.
- Systems: Linux/Unix administration, clustering, virtualization, servers, storage, DBA experience.
- Cloud: AWS foundational knowledge (Azure or hybrid experience a plus).
- Data Engineering & Analytics: Data pipelines, BI tools, ETL, data quality processes.
- Programming & Automation: Java, shell scripting, PL/SQL, API integrations.
- Tools: Jira, Confluence, Smartsheet, Azure DevOps, ServiceNow, MS Project, Visio, M365.
- Familiarity with enterprise monitoring, observability tools, security tools, and CI/CD environments.
Certifications (Preferred)
- PMP
