Position Overview
The State of Texas is seeking an experienced PeopleSoft FSCM General Ledger Business Analyst to support enterprise financial system modernization initiatives, concurrent PeopleSoft upgrades, and new module implementations.
The ideal candidate will possess deep expertise in PeopleSoft FSCM 9.2, General Ledger, Commitment Accounting, and State Government Financial Operations. This role requires strong business analysis skills, financial systems knowledge, testing expertise, stakeholder engagement experience, and the ability to support multiple project initiatives simultaneously.
The selected consultant will work closely with business stakeholders, subject matter experts, technical teams, and project leadership to analyze requirements, document business processes, support testing efforts, and ensure successful implementation of financial system enhancements.
Key Responsibilities
- Analyze business requirements and recommend system solutions.
- Facilitate workshops and meetings with business stakeholders and SMEs.
- Document current and future-state business processes.
- Develop detailed business requirements and functional specifications.
- Perform gap analysis and impact assessments.
- Support PeopleSoft FSCM upgrades and module implementation projects.
- Create and maintain project documentation and deliverables.
- Develop test strategies, test cases, test scripts, and testing scenarios.
- Execute end-to-end system testing and support multiple testing cycles.
- Support user acceptance testing (UAT) activities.
- Prepare training materials and conduct knowledge transfer sessions.
- Assist with production validation and post-implementation support.
- Reconcile financial data across multiple systems and environments.
- Communicate project status, risks, and issues to stakeholders and leadership.
Required Skills & Experience
PeopleSoft FSCM Expertise
- Hands-on experience with PeopleSoft FSCM 9.2.
- Experience supporting PeopleSoft implementation and upgrade projects.

State Government Financial Systems
- Hands-on experience with State Government accounting practices.
- Experience supporting public sector financial systems.
- Experience with dual-system reconciliation processes.

- Extensive experience performing Business Analyst responsibilities on enterprise projects.

- Experience supporting General Ledger and Commitment Accounting modules.
- Experience with State Government accounting practices.
- Excellent verbal and written communication skills.
- Ability to work independently in a remote environment.
- Ability to support project activities outside normal business hours when required.
Mandatory Requirement
