ECS is seeking a Business Financial Manager Lead - BTO to work in our Arlington, VA (hybrid work schedule) office. Please Note: This position is contingent upon contract award.

ECS seeks a Business Financial Manager ( BFM) Lead to supp ort DARPA's Biological Technologies Office (BTO). BTO is a unique technical office that leverages the power of biology as a technology to develop revolutionary capabilities for the Department of Defense. BTO's mission focuses on ensuring U.S. technological dominance by pioneering breakthroughs in areas such as human performance, out-pacing infectious diseases, synthetic biology, neurotechnology, and the development of resilient biological systems.

The successful candidate will serve as a functional lead for all Business Financial Managers under this contract. The candidate will also support a DARPA Program Manager by providing comprehensive financial and administrative support to Program Managers and the broader agency. In this role, you will be responsible for building and managing program budgets and justifications, financial tracking and analysis, supporting solicitation and acquisition materials, and overall tracking and coordination of funding forecasts-to-actuals.

What will you do:
  • Financial Lifecycle Management: Manage end-to-end program budgets, including forecasting, expenditure analysis, and the preparation of award documents (OTAs, grants, and contracts).
  • Performance Tracking & Compliance: Monitor program milestones and metrics to ensure technical and financial compliance with federal regulations and agency policies.
  • Data-Driven Reporting: Develop financial models and high-level briefings to communicate program status, risks, and trends to internal and external stakeholders.
  • Contracting & Legal Coordination: Oversee the award lifecycle by coordinating with contracting officers and legal counsel to manage program contracts and administrative actions.
  • Operational Support: Organize program-level workshops and meetings while managing essential administrative tasks, including travel logistics and technical correspondence.
  • Stakeholder Collaboration: Build and maintain productive relationships between DARPA staff and external research performers to facilitate successful program execution.


Required Skills

  • Ability to obtain and maintain a minimum of a DoD Secret clearance.
  • Bachelor's degree in accounting, finance, or related field.
  • Minimum of 3 years of experience in a federal government financial management role, preferably in an R&D environment.
  • Strong understanding of Federal financial regulations and accounting principles.
  • Experience working with OTAs, grants, contracts, and cooperative agreements.
  • Experience with financial modeling tools.
  • Experience with Budgeting and PPBE.
  • Exceptional written communication, interpersonal, problem-solving, analytical, mathematical, and organizational skills.


Desired Skills

  • Prior experience as a BFM supporting a DARPA Technical Office.
  • Experience supporting federal or commercial health agency/organization is a plus.
  • Knowledge of the biomedical research landscape a plus.
