Medicaid Data Systems Analyst Data Modernization

Position Overview

DHCF is seeking a Medicaid Data Systems Analyst to support its enterprise data modernization initiatives. This role serves as the functional anchor for DHCF’s Medicaid data ecosystem, ensuring data trust, transparency, and usability as the agency transitions from legacy SQL Server and SSIS environments to an Azure and Databricks Lakehouse architecture.

The Medicaid Data Systems Analyst acts as a Metadata Architect, leading the implementation of an Enterprise Data Catalog and ensuring that complex MMIS data structures are transformed into governed, auditable, and BI-ready assets. This role works closely with data engineers, architects, and business stakeholders to bridge technical implementation and business understanding.

Key Responsibilities

< data-start=1197 data-end=1251>Data Catalog Implementation & Metadata Governance

• Lead the functional implementation of an Enterprise Data Catalog (e.g., Microsoft Purview, Databricks Unity Catalog).

• Define, maintain, and govern the enterprise business glossary for Medicaid data assets.

• Document and validate end-to-end data lineage, from raw MMIS source tables through Databricks transformations to downstream Power BI reports.

• Organize datasets to support effective data discovery, enabling analysts and actuaries to understand data meaning, refresh cadence, and PHI/PII sensitivity.

• Monitor data quality dashboards to ensure reliability of Medicaid data pipelines.

• Identify and escalate data drift, schema changes, or upstream MMIS issues to the Senior Data Engineer.

• Partner with engineering teams to support FinOps efforts, identifying unused or redundant datasets for archival or removal to optimize Azure storage and compute costs.

• Validate that Infrastructure-as-Code deployments correctly enforce Row-Level Security (RLS) and data masking rules defined by the Lead Architect.

• Analyze and translate legacy SSIS logic stored in TFS into clear business and functional requirements for cloud-based implementation.

• Define target data models and schemas for the modernized data warehouse and Lakehouse environment.

• Ensure transformed schemas align with the needs of modern BI and analytics tools.

Contract Role Responsibilities

• Lead or support adoption of advanced data platforms and technologies.

• Serve as a functional expert and advisor on data cataloging, metadata, and governance tools.

• Consult with technical and business stakeholders to guide effective platform usage.

• Develop implementation, testing, and validation plans.

• Maximize value from DHCF’s data and cloud investments through strong governance and documentation.

Required Qualifications

• Bachelor’s degree in Information Technology, Computer Science, or a related field, or equivalent professional experience.

• Experience leading or supporting implementation of data cataloging or metadata management platforms.

• Strong understanding of data warehousing, ETL/ELT processes, and data lineage.

• Experience working with SQL Server, SSIS, or legacy data environments, and supporting migration to cloud platforms.

• Ability to translate technical logic into clear business requirements.

• Experience working in government or highly regulated environments.

Highly Desired Qualifications

• Experience with Microsoft Purview and/or Databricks Unity Catalog.

• Familiarity with Medicaid/Medicare data (MMIS, claims, eligibility, provider data).

• Knowledge of HIPAA, CMS MARS-E, and NIST data governance and security standards.

• Experience supporting Azure-based data platforms and Power BI.

• Background in data governance, data quality, or FinOps initiatives.
