Senior Data Engineer – Medicaid Data Modernization

As a Senior Data Engineer in the Medicaid Data Modernization team at DHCF, you will be instrumental in transforming legacy SQL Server environments into a cutting-edge Azure cloud Lakehouse. Your role will involve maintaining existing Medicaid data systems while leading the migration to a modern data ecosystem, ensuring compliance with regulatory standards and enabling advanced analytics capabilities.

Responsibilities

<>Legacy Platform Support (Current State)

• Maintain, troubleshoot, and enhance complex SSIS ETL packages processing high-volume Medicaid claims, provider, and member data.
• Manage code branching, deployments, and integrations using Team Foundation Server (TFS).
• Support and optimize SSRS reports and SSAS tabular/multidimensional models to ensure compliance reporting.
• Ensure operational stability and performance of legacy SQL Server data assets.

<>Cloud Modernization & Migration (Future State)

• Implement the Medallion Architecture using Azure Databricks (PySpark/SQL).
• Lead refactoring of SSIS logic into Azure Data Factory pipelines and Databricks notebooks.
• Support migration from TFS to Azure DevOps (Git) and CI/CD pipeline modernization.
• Develop and tune Azure Synapse Dedicated and Serverless SQL Pools for analytics and AI-readiness.
• Collaborate with architects and stakeholders to translate designs into scalable solutions.

<>Data Governance, Security & Quality

• Implement Row-Level Security and automated data masking to protect PHI/PII in compliance with HIPAA, CMS MARS-E, and NIST standards.
• Build automated data quality and validation frameworks to ensure data parity between legacy systems and the Azure Lakehouse.
• Support data cataloging and governance initiatives using tools like Microsoft Purview.

Requirements

<>Required Qualifications

• Bachelor's degree in Information Technology or related field, or equivalent professional experience.
• 7+ years of hands-on experience with SQL Server (SSIS, SSAS, SSRS) and Azure cloud data solutions.
• Expert-level proficiency in SSIS and T-SQL.
• Advanced experience with Azure Databricks and Azure Synapse Analytics.
• Strong experience with TFS and Git/Azure DevOps workflows.
• Mastery of SQL and Python (PySpark).
• 6-10 years leading technology implementations and across the system engineering lifecycle.
• Experience working in government or highly regulated environments.

Highly Desired Qualifications

• Experience with Microsoft Purview for data cataloging and governance.
• Extensive knowledge of Medicaid/Medicare data and claims processing.
• Microsoft Certified: Azure Data Engineer Associate and/or Databricks Certified Professional Data Engineer.
• Prior experience supporting federal or state healthcare compliance reporting.
