Position Overview
Texas Health and Human Services Commission (HHSC) is seeking an experienced Senior Operational Oracle DBA to support critical enterprise database environments that enable multiple concurrent ERP implementations, upgrades, and ETL operations.
The ideal candidate will be responsible for maintaining, securing, tuning, and upgrading Oracle database environments while ensuring high availability, disaster recovery readiness, and compliance with security standards. This role requires strong hands-on expertise with Oracle Database Administration, Grid Infrastructure, performance tuning, and database upgrade projects.
Note: This position may require work outside standard business hours based on project and maintenance activities.

Key Responsibilities
Oracle Database Administration
  • Administer, monitor, and maintain Oracle Database environments (Oracle 19c and higher).
  • Plan and execute database upgrades, including Oracle 19c to Oracle 23ai migrations.
  • Install, configure, patch, and support Oracle database software and related infrastructure.
  • Ensure database stability, availability, and scalability across multiple environments.
Infrastructure & High Availability
  • Configure and maintain Oracle Grid Infrastructure, including ASM and Clusterware.
  • Manage High Availability solutions such as Oracle GoldenGate and Active Data Guard.
  • Support disaster recovery planning, testing, and execution.
  • Perform backup, recovery, and database restoration activities.
Performance & Security
  • Monitor database performance and conduct advanced performance tuning.
  • Analyze database workloads and implement optimization strategies.
  • Ensure compliance with security standards and vulnerability remediation requirements.
  • Implement and maintain database security controls and access management.
Data Architecture & Development Support
  • Design and maintain logical and physical data models.
  • Support ETL environments and data integration processes.
  • Develop and maintain automation scripts using Linux shell scripting and SQL.
  • Assist application development teams with database design and optimization.
Governance & Support
  • Maintain data dictionaries, database standards, and documentation.
  • Evaluate requests for new data elements and system enhancements.
  • Collaborate with developers, analysts, and business stakeholders on database-related initiatives.
  • Provide technical support and troubleshooting for database issues.
Accessibility Compliance
  • Support compliance with Texas EIR Accessibility Standards.
  • Ensure database administration interfaces and data reporting solutions meet accessibility requirements.
  • Assist users when accessibility-related issues impact data access or reporting.
