Remote Restricted Eligible - Must live within 125 miles of the Work Group Location. Official Duty Station is the home address.
Hours: Full-Time, up to 40 hours
Additional onsite work may be required as workload or project warrants or as requested.

Overview:
Assignment
This contract Project Manager 2 position supports and assists the Project Management Office (PMO) within the IT department (JLP) at *** . This position provides support to Portfolio Managers in developing integrated schedules across a range of medium to large size projects as well as assisting in assessing business implications, scheduling targets, and deadlines as well as budget objectives.

Organization:
The mission of the company’s IT Project Management Office (PMO) is to partner with business lines to identify, select and deliver strategic business solutions involving IT that enhance the company’s IT portfolio. We work under the auspices of a governance board, and within established budget and resource limitations to maximize value to the agency while ensuring successful project delivery. The projects we manage are dependent upon business needs and vary in scope and size, from smaller short-term “PMO Lite” types of projects such as software upgrades, to larger capital projects and programs that may span several years and have budgets more than ***million.
The IT PMO is located primarily at their HQ in Portland, OR and is made up of portfolio managers, project managers, business analysts, and support staff, with a mix of Federal employees, supplemental labor contractors, and managed services vendors on staff. There may be occasional travel to their offices in Vancouver depending on project needs. The work of the IT PMO is fast-paced, and our staff is expected to interact with people from all levels of the agency in a collaborative environment. Since we often represent the face of IT to our business partners, we strive for professionalism in all that we do and expect respect and support for each other and our customers as we work together to cultivate a results-driven IT PMO.

Assignment Responsibilities:
Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate office manager or other federal personnel with the authority to do so.

Facilitate assigned medium to large size information technology (IT) proposals and projects from inception to conclusion and in accordance with PMI-based methodology, industry standards, best practices and internal skill development.

Provide recommendations and guidance to technical staff and serve as liaison between business and technical aspects of projects. This includes planning project stages and assessing business implications for each stage.

Facilitate a defined original project scope and obtain authorization for changes to the project cost, schedule, or performance.

Monitor the project schedule. Alert the COMPANY Manager to any changes to or delays in the schedule.

Support the project team through the project management process by assisting COMPANY Management in creating and implementing the project plan.

Schedule and facilitate team meetings and coordinate activities of sub-teams.

Plan, and coordinate activities for designated project(s) to verify that goals or objectives of the project are accomplished within the prescribed time frame and funding parameters.

Review and monitor project funding and budget. Alert the Manager of any budget concerns.

Actively maintain project documents, schedule, budget, and workflow in the project management system of record.

Actively engage with the Business and IT teams to facilitate the tasks and activities of the team, properly understand the business needs, dependencies on other initiatives, and assist the Management in deploying the solution.

Alert the Manager of obstacles or work with the project sponsor or project resource’s performance managers to remove obstacles so that the team can complete the project.

Assist the manager coordinating an effective team and allocating team members to project tasks. Alert the manager of any resource allocation issues and recommend solutions

Allocate time in the project plan for the project team to attend all recommended training.

Project Manager must take a pro-active stance on risk management.

Analyze and identify areas of risk and obtain appropriate guidance from the manager or Contracting Officer.

Maintain issue, risk, and/or action logs.

Draft and recommend contingency plans to minimize / eliminate risks on an ongoing basis.

Draft regular status reports, final reports or deliverables and generate and act on lessons learned. With approval of the manager, issue final reports and act on lessons learned.

Review meeting minutes and action items from any missed IT PMO meetings.

Maintain consistent communication with the project sponsor, project resources’ performance managers, and stakeholders on the progress of the project versus the plan.

Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

Requirements:
Education & Corresponding Experience (required on matrix)

A bachelor’s degree in computer science, information technology, business administration (or closely related technical field) is preferred.

5 years of experience is required with an applicable bachelor’s degree.

9 years of experience is required without a degree or an applicable degree.

Experience should be in the computer/information technology or project management field with management of medium-sized projects (less than ***k lifecycle cost).

Required Technical Skills & Experience (required on matrix)

5 years of demonstrated project management experience on technology projects using industry standard methods and tools for managing schedules, dependencies, resources, funding, and developing technical specifications and project plans.

5 years of demonstrated experience successfully coordinating or running multiple projects simultaneously.

5 years of demonstrated working knowledge of System Life Cycle (SLC) principles.

Experience using Team Foundation Server for agile project development/project management.

Demonstrated experience in project planning for assigned work streams, managing priorities, deliverables and milestones, identifying and tracking project issues, risks, management decisions, and action items.

Demonstrated experience with Visio flowcharts.

Demonstrated experience with Microsoft Project, including familiarity with the fundamental operation, function, and workflow of Microsoft Project timelines, dependencies, deliverables, milestones, and resources.

Working knowledge of software testing from test plan development to reliable and verifiable test case development and results.

Ability to facilitate story development with product owner, manage project backlog, facilitate sprint planning sessions, and manage task burndown.

Preferred Skills & Experience (optional on matrix)

PMP Certification

Experience in iterative development (e.g. Agile, Scrum, Lean, Six Sigma).

Change Management

Experience in a government/utility organization

Additional Requirements (not required on matrix)

Valid U.S. Driver’s License is required.
