Summary

GovCIO is currently hiring for an IT Consultant to support the Health Services Portfolio Technical Management and Strategic Solutioning Support (HTMS) program within the Department of Veterans Affairs (VA) Office of Information and Technology (OIT). The Consultant will be part of a hands-on team that supports a VA Product Manager with advice and technical consultation on products, system architecture, system interfaces, and artificial intelligence. Work performed may include research, analysis, and process improvement. The environment is dynamic, and client needs are often evolving; flexibility and forward-thinking views are important for success. This role is a fully remote position within the United States with core hours of operation from Monday to Friday 8AM to 5 PM ET.

Responsibilities

Provides clients advice and technological solutions to support clients' demands. Work performed includes technology integration or process improvement for a variety of business functions. Requires extensive research of clients' needs and capabilities.
  • Understand system architecture and dependencies, and communicate information to a variety of technical and non-technical stakeholders.
  • Provide easily understood information to be used in various reports to senior leadership.
  • Obtain in-depth technical knowledge of products related to Telehealth and Scheduling within VA.
  • Track discussions with several VA organizations that partner with this client to ensure that technical requirements are communicated to the product teams with sufficient detail along with clearly identified priorities for implementation.
  • Coordinate with a broad range of team members to accomplish results.
  • Investigate and research the use of Artificial Intelligence (AI) to enhance Telehealth and Scheduling products, with particular attention on how AI can be used to provide a more streamlined experience for the Veteran.
  • Possess knowledge of tools and provide recommendations for their use to help the client share information, manage processes, and make more well-informed decisions.
  • Collaborate with developers and subject matter experts to establish the technical vision and analyzes tradeoffs between usability and performance needs
  • Must be knowledgeable in current technological advancements and solutions.

Qualifications

Required Skills and Experience
  • Bachelor's degree in computer science, electronics engineering or other engineering or technical discipline is required plus 5 years of work experience (8 years of additional relevant experience may be substituted for education)
  • Great interpersonal skills and ability to work independently
  • Strong analytical and investigation skills crafting solutions to challenging problems or issues
  • Technical knowledge of a variety of programming languages, including the ability to analyze code written by others
  • Experience in developing presentations and slides for communicating technical and non-technical subjects to both small and large audiences


Preferred Skills and Experience
  • Experience supporting the Veterans Affairs Office of Information and Technology, Veterans Benefits Administration, and/or Veterans Health Administration is a plus
  • Ability to proactively communicate and coordinate with various internal and external project stakeholders, depending on needs
  • Proven VA (or similar government agency) IT development track record highly desired

Clearance Required: Ability to obtain and maintain a Suitability/Public Trust clearance

Posted Salary Range

USD $90,000.00 - USD $100,000.00 /Yr.
